As with practice, such ambivalence might undermine the significance of the opinio juris of that State(or intergovernmental organization) in attempting to identify the existence or not of a rule of customary international law.
(b) Intergovernmental organizations: African Union(AU), Cooperation Council for the Arab States of the Gulf(GCC), Organization for Economic Cooperation and Development(OECD) and Permanent Court of Arbitration(PCA);
At UNCTAD X, in February 2000, UNCTAD welcomed the document entitled" Improving the functioning and the structure of the intergovernmental machinery of UNCTAD"(reissued in TD/B/EX(24)/L.1).
The Committee reiterates, as indicated in paragraph IV.31 above in the case of the Department of Economic and Social Affairs, the need for rigorous examination of the publications programme by the intergovernmental machinery of UNCTAD.
Furthermore, at the suggestion of the Secretary-General(ibid., para. 25), the General Committee draws the General Assembly's attention to recommendation 3(f) of the Group of High-level Intergovernmental Experts, which reads as follows.
(a) The organization's representative attended the United Nations Conference on Trade and Development(UNCTAD) Intergovernmental Meeting of Port Experts, 18- 22 March, Geneva, Switzerland;
The functioning of UNCTAD Commissions is laid out in the document entitled" Improving the functioning and the structure of the intergovernmental machinery of UNCTAD"( TD/ B/ EX( 24) /L.1).
This note was prepared pursuant to paragraph 170 of the UNCTAD X Plan of Action(TD/386) which welcomed the document prepared by the UNCTAD secretariat entitled" improving the functioning and structure of the intergovernmental machinery of UNCTAD".
The ninth session of the Committee was attended by 23 members of the Committee and 130 observers from Governments(representing 24 countries), intergovernmental organizations, the business sector, advisory entities, non-governmental organizations and academia.

In that context, the L. 69 group is pleased to note the efforts of the facilitator and Chairman of the intergovernmental negotiating process, which has resulted in a text-based document.
The first assessment report(1990) played an important role in establishing the Intergovernmental Negotiating Committee for a United Nations Framework Convention on Climate Change by the General Assembly.
