At the 2nd meeting of its fifty-eighth session, on 10 March 2014, the Commission elected Libran Cabactulan(Philippines) as Chair for the fifty-eighth session and Mohamed Ibrahim Mohamed Elbahi(Sudan) and Carlos Enrique García González(El Salvador) as Vice-Chairs for the fifty-eighth and fifty-ninth sessions.
Mr. Cabactulan(Philippines), speaking on behalf of the Association of Southeast Asian Nations(ASEAN), said that, while the improvement in the financial situation of the United Nations was encouraging, it was unfortunate that some peacekeeping missions were experiencing cash shortages that required cross-borrowing from the accounts of closed missions.

Mr. Cabactulan(Philippines) said that his delegation reaffirmed its support for the Declaration on the rule of law, which laid stress on the peaceful settlement of disputes, the role of international tribunals, sovereign equality and the equality of women and men and identified the priorities of combating terrorism and corruption.
Mr. Cabactulan(Philippines), speaking on behalf of the Association of Southeast Asian Nations(ASEAN), said that in 2009 the Association ' s membership had accounted for just over 1 per cent of total assessments under the Organization ' s regular budget, or some $25 million.
At the 17th meeting, on 21 March, the Commission had before it the draft agreed conclusions entitled" Challenges and achievements in the implementation of the Millennium Development Goals for women and girls", as contained in an informal paper and submitted by the Chair of the Commission, Libran Cabactulan(Philippines), on the basis of informal consultations.

Mr. Cabactulan(Philippines) said that the protection of human rights was at the core of his Government ' s policies and programmes, as evidenced by the recent draft Bangsamoro Basic Law, which provided that all laws and policies must conform to international human rights and humanitarian standards.
Mr. Cabactulan(Philippines) noted that in 2009 the Philippines had unfortunately topped the list of countries most affected by natural disasters, with a total of 26 calamities, including typhoons and earthquakes, that had affected more than 13 million people, caused over a thousand deaths and destroyed agricultural land and infrastructure.

Mr. Cabactulan(Philippines) said that, while his delegation welcomed the fact that some developing countries that had been affected by the 1997 Asian crisis were well on their way to recovery, perhaps as a result of opening up their markets and eschewing protectionism, many developing countries that depended on agriculture for their economic growth were facing unfair competition from the heavily subsidized agricultural commodities of industrial countries.
