I shall now give the floor to Mr. Nebojsa Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.
I wish to welcome Mr. Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, to our meeting today.
The Special Representative notes that both the Covic Plan and representations by the ethnic Albanian community call for a substantial contribution from the international community in terms of monitoring and political and financial support.
First of all, Mr. Covic mentioned as an example of freedom of movement being respected on the Kosovo Serb side that one Albanian Resident,
The Deputy Prime Minister of Serbia, Nebojsa Covic, continued to request Musliu ' s transfer to Serbian authorities to face charges, but the acting Special Representative of the Secretary-General, Charles Brayshaw, rejected the request.

The Council heard briefings by His Excellency Mr. Mirko Sarovic, Presiding Member of the Presidency of Bosnia and Herzegovina, His Excellency Mr. Dragan Covic, Member of the Presidency of Bosnia and Herzegovina and His Excellency Mr. Sulejman Tihic, Member of the Presidency of Bosnia and Herzegovina.
On 2 March, the Bosnian Croat member of the Presidency of Bosnia and Herzegovina, Dragan Covic, was indicted by the Bosnia and Herzegovina Prosecutor for abuse of office/official authority and links to organized crime in his capacity as former Minister of Finance of Bosnia and Herzegovina.
With the notable exception of the case of Momir Covic, a Serb indicted for war crimes who was acquitted by the Sarajevo Superior Court(Federation) in March 1997 due to lack of evidence, the right to a fair trial and due process has been violated in many instances in both entities.
Herzegovina Presidency saw the re-election of the current Bosniak member(Bakir Izetbegovic, Party for Democratic Action), with two new candidates being elected as the Croat member(Dragan Covic, Croatian Democratic Union of Bosnia and Herzegovina-led coalition) and the Serb member(Mladen Ivanic,
Corr.1) and in the presence of the President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, Nebojsa Covic.
Several Kosovo Serb representatives made statements conditioning participation in the municipal elections on the establishment of separate Kosovo Serb municipalities, an idea presented to the Security Council in April 2002(see S/PV.4518) by Nebojsa Covic, Deputy Prime Minister of Serbia and Head of the Federal Republic of Yugoslavia/Serbia Coordinating Centre for Kosovo.
After several drafts and intensive negotiations, in which both the Secretary-General and President Kostunica intervened, agreement was reached on a Common Document, which was signed in Belgrade on 5 November by Mr. Haekkerup and Dr. Covic, Deputy Prime Minister of Serbia in his capacity as the Special Representative of President Kostunica to Kosovo.
In May 2001, an agreement was reached between the Federal and Serbian authorities, led by Serbian Deputy Premier Nebojsa Covic, NATO and representatives of the ethnic Albanian community, which brought an end to most of the violence in the Presevo valley region of southern Serbia(the municipalities of Presevo, Bujanovac and Medvedja).
