Ms. JAVATE DE DIOS said that the draft optional protocol would provide a means of enforcing the Convention, and that, by giving serious treatment to the issue of violation of women ' s rights, it would complement the mandate of the Special Rapporteur on violence against women.
Ms. JAVATE DE DIOS said that the Committee should also have access to additional information contained in the reports of other treaty bodies, particularly human rights treaty bodies, during its consideration of States parties ' reports.
Ms. JAVATE DE DIOS said that the Secretariat should make the most recent reports of other treaty bodies available to the pre-session working group,
Ms. JAVATE DE DIOS, speaking in reference to both articles 3 and 4, welcomed the initiative to provide policewomen with special training in order to help them deal with cases of wife battering and child abuse.
Ms. JAVATE DE DIOS said that, because of its international network of development programmes, UNIFEM would be the perfect partner in developing a systematic lobbying strategy on the regional and national levels for strengthening the mandate of CEDAW.
Ms. JAVATE DE DIOS said that the pre-session working group should be given the actual reports of other treaty bodies and not just the Committee ' s analyses of those reports.
Ms. JAVATE DE DIOS said that Mauritian family-planning programmes did not seem to be particularly responsive to the needs of working women and asked whether such services were available to all women regardless of their age or status.

Ms. JAVATE DE DIOS commended the efforts made to ensure maximum participation by women in politics and public life, especially the reforms provided for in the Constitution and the Personal Status Code.
Ms. JAVATE DE DIOS, while welcoming the steps it had taken to address the underrepresentation of women in politics through affirmative action, asked what the Government planned to do to curb the incidence of domestic violence.
Ms. JAVATE DE DIOS, noting that the doctor-to-patient ratio was very low in Uganda, applauded the Government ' s support for traditional healers as a key element in making medicine more accessible especially in rural areas.
Ms. JAVATE DE DIOS noted the extensive information provided on the situation of women detainees and the abuses committed during the fight against subversion, and welcomed the steps being taken by the National Human Rights Council to punish the perpetrators of such abuse.
Ms. SINEGIORGIS, supported by Ms. SCHÖPP-SCHILLING, Ms. ESTRADA-CASTILLO, and Ms. DE DIOS, said that the elements outlined in Section B of the report were the result of many hours of work and she would prefer not to delete large sections of it.
Ms. JAVATE DE DIOS(Rapporteur) said that the Committee should be playing a more active role in certain areas, as for example, the ongoing conference in Rome on the establishment of an international criminal tribunal.
Ms. JAVATE DE DIOS commended the Government of Belgium for withdrawing its reservation to the Convention, and said that she would welcome more details on the coordination of programmes for the advancement of women among the various linguistic and cultural communities.
