I join other delegations in expressing our appreciation for the work of the International Criminal Tribunals for the Former Yugoslavia and for Rwanda, and their respective Presidents Judge Patrick L. Robinson and Judge Charles Michael Dennis Byron.
Mr. Iddi(United Republic of Tanzania): Let me, on behalf of my delegation, thank the Presidents of the International Criminal Tribunal for Rwanda(ICTR) and the International Tribunal for the Former Yugoslavia(ICTY), Mr. Dennis Byron and Mr. Patrick Robinson, respectively, for their comprehensive reports to the Assembly.
Mr. Maqungo(South Africa): My delegation wishes to thank Mr. Fausto Pocar, President of the International Criminal Tribunal for the Former Yugoslavia(ICTY), and Mr. Dennis Byron, President of the International Criminal Tribunal for Rwanda(ICTR), for their statements introducing the reports of their respective Tribunals.
Under rule 39 of its provisional rules of procedure, the Council extended invitations to Judge Patrick Robinson, President of the International Tribunal for the Former Yugoslavia; Judge Dennis Byron, President of the International Criminal Tribunal for Rwanda; Serge Brammertz, Prosecutor of the International Tribunal for the Former Yugoslavia; and Hassan Jallow, Prosecutor of the International Criminal Tribunal for Rwanda.

Mr. Mahiga(United Republic of Tanzania): At the outset, I thank both Judge Charles Michael Dennis Byron, President of the International Criminal Tribunal for Rwanda(ICTR) and Judge Patrick Lipton Robinson, President of the International Criminal Tribunal for the Former Yugoslavia(ICTY), for presenting their annual reports to the General Assembly.
It is my view that Sir Dennis Byron meets the qualifications which are prescribed in article 12 of the statute of the International Tribunal for Rwanda. I also consider that the appointment of Sir Dennis Byron would be well calculated to ensure adequate representation on the Tribunal of the principal legal systems of the world, as contemplated in paragraph 1(c) of article 12 bis of the Tribunal ' s statute.
Recalling that when Mr. Lloyd George Williams resigned, the Secretary-General after consultations with the Security Council and the General Assembly and in accordance with Article 12 bis, paragraph 2 of the Tribunal ' s Statute, appointed Sir Charles Michael Dennis Byron of Saint Kitts and Nevis effective as of 8 April 2004 for the remainder of Mr. Williams ' term of office.
On 12 December, the Council held a debate to hear a briefing on the completion strategy of the International Tribunal for the Former Yugoslavia by its President, Judge Patrick Robinson, and its Prosecutor, Serge Brammertz, and on the completion strategy of the International Criminal Tribunal for Rwanda by its President, Judge Dennis Byron, and its Prosecutor, Hassan Bubacar Jallow.
Decides, in light of the exceptional circumstances, that notwithstanding article 12 bis, paragraph 3, of the Statute of the International Tribunal, Judge Dennis Byron may work part-time and engage in another judicial occupation from 1 September 2011 until the completion of the case to which he is assigned; takes note of the intention of the International Tribunal to complete the case by December 2011; and underscores that this exceptional authorization shall not be considered as establishing a precedent.
Decides, in the light of the exceptional circumstances, that, notwithstanding article 12 bis, paragraph 3, of the statute of the International Tribunal, Judge Dennis Byron may work parttime and engage in another judicial occupation from 1 September 2011 until the completion of the case to which he is assigned, takes note of the intention of the International Tribunal to complete the case by December 2011, and underscores that this exceptional authorization shall not be considered as establishing a precedent.
At the same meeting, in accordance with the understanding reached in its prior consultations, the Council also decided to extend invitations, under rule 39 of its provisional rules of procedure, to Judge Patrick Robinson, President of the International Tribunal for the Former Yugoslavia, Judge Dennis Byron, President of the International Criminal Tribunal for Rwanda, Mr. Serge Brammertz, Prosecutor of the International Tribunal for the Former Yugoslavia, and Mr. Hassan Bubacar Jallow, Prosecutor of the International Criminal Tribunal for Rwanda.
