Principle 11 states that" In cases in which the established procedures are inadequate because of lack of expertise or impartiality, because of the importance of the matter or because of the apparent existence of a pattern of abuse… Governments shall pursue investigations through an independent Commission of inquiry or similar procedure.
وينص المبدأ ١١ على ما يلي:" حيث تكون إجراءات التحقيق المعتادة غير وافية بسبب اﻻفتقار إلى الخبرة أو النزاهة، أو بسبب أهمية المسألة، أو بسبب وجود نمط تعسفي واضح تواصل الحكومات التحقيق بواسطة لجنة تحقيق مستقلة، او عن طريق إجراء مماثلsuspected bias, or because of the apparent existence of a pattern of abuse, or for other substantial reasons, States shall ensure that investigations are undertaken through an independent commission of inquiry
However, the existence of a pattern of this nature does not in itself constitute a sufficient reason for deciding whether the person in question is in danger of being subjected to torture on her return to this country;
