Mr. Jayanama(Thailand) said that he fully agreed with the main aspects of the report of the Panel on United Nations Peace Operations, particularly the idea that the consent of all the parties concerned, impartiality and the use of force only in self-defence were the core principles of peacekeeping.
Mr. Jayanama(Thailand), speaking on behalf of the member countries of the Association of Southeast Asian Nations(ASEAN), said that the upsurge in use of amphetamine-type stimulants was of particular concern to South-East Asia since it constituted a major threat to health and social development in the region.
Mr. Mesdoua(Algeria)(interpretation from French): Let me begin with sincere congratulations to Ambassador Breitenstein of Finland and Ambassador Jayanama of Thailand on their reappointment as co-Vice-Chairmen of the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and other matters related to the Council.
At the 7th meeting, on 30 May, upon the proposal of the Co-Chairman, Asda Jayanama(Thailand), the Committee decided to refer all outstanding issues related to the preparation for the substantive preparatory process and the high-level international intergovernmental event to its first substantive session for further consideration(see part one, chap. VIII, sect. B).
Mr. Valencia Rodríguez(Ecuador)(interpretation from Spanish): I wish first to express my delegation ' s appreciation to Mr. Diogo Freitas do Amaral for his chairmanship of the Open-ended Working Group on the issue before us, and to Ambassador Breitenstein and Ambassador Jayanama for their enormous efforts as Vice-Chairmen of the Group.

They have steered the discussions of the Working Group in an excellent manner.

Mr. Jele(South Africa): My delegation also would like to commend our two Vice-Chairmen, Ambassadors Breitenstein of Finland and Jayanama of Thailand, for the able manner in which they have guided our deliberations on the agenda item before us in the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council.
In light of that example of his work, I am certain that under his able Chairmanship, and with the assistance of the now veteran and seasoned Vice-Chairmen, Ambassadors Breitenstein of Finland and Jayanama of Thailand, the deliberations of the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council will be in capable hands.
Mr. Jayanama(Thailand) said that at the 1995 Review and Extension Conference his delegation had initially supported a fixed-period extension of the NPT but had been persuaded to join the consensus for an indefinite extension of the Treaty on the basis of the" package" approach set forth in the decision on the" Principles and Objectives for Nuclear Non-Proliferation and Disarmament", which included the commitment of the nuclear-weapon States to meet their nuclear disarmament obligations.
Mr. JAYANAMA(Thailand) said that his country attached great importance to international efforts to protect the environment.
Mr. JAYANAMA(Thailand) said that the world had witnessed a dramatic increase in internal ethnic conflicts
Mr. JAYANAMA(Thailand) said that the Earth Summit had forged a global consensus on sustainable development, but after the first stage of redefining development, a specific agenda must now be drawn up.
