During the period under review, the overall situation in Bosnia and Herzegovina remained relatively stable, although there was an increase in inter-ethnic tension between Bosnian Croats and Bosniacs in Stolac near the site where the rebuilding of a mosque is under way.

On 3 and 4 December, and again on 22 December, SFOR supported local police during an inter-ethnic dispute between local Bosniacs and Bosnian Croats at the site where the mosque in Stolac is being rebuilt.
Attempts by the Federation Interior Ministry to establish a similar joint team to investigate the continuing return-related incidents in Stolac and Capljina have been frustrated by lack of cooperation within canton 7.
Thereafter, UNMIBH demanded, and municipal authorities acquiesced, to the co-location of a senior IPTF monitor in the office of the Stolac chief of police in order to monitor closely the daily operations of that municipality ' s local police.
Stolac, Tasovcici, Capljina, Ljubuski, Visici, Celjevo, the Mostar quarters of Balinovac and Djikovina, as well as the quarters near the Mostar Cathedral and the building of the Ministry of Internal Affairs have been ethnically cleansed of the Muslim population.
Similar cases of discrimination concerning property rights have been observed elsewhere in the Federation, including in Sarajevo and Vares(under the effective control of Bosniak authorities) and Capljina and Stolac(controlled by Bosnian Croats).
A ground-breaking ruling of 27 April of the Municipal Court of Mostar ordering the Herzegovina-Neretva Canton Education Ministry to end the practice of" two schools under one roof" in the municipalities of Capljina and Stolac by 1 September has not been implemented.
In Stolac(Bosnian Croat-administered), more than 70 incidents of returnee-related violence reported in 1998 led UNMIBH to carry out an extensive review of the Stolac police in December 1998.
These obstructions follow the same pattern as those blocking implementation of the municipal election results in Croat-majority areas, and barriers to return of displaced persons and refugees to Stolac and other Croat-dominated municipalities.
As no progress was being made in the investigations of these crimes, IPTF wrote a de-certification letter against the Stolac police chief, who was subsequently removed by the cantonal Interior Minister.
During the probationary period(3 February-3 May), the special response team fully co-located with the Stolac police administration, occupying an office in the police building, participating in staff meetings, accompanying local police on its duties and generally providing intense advice and assistance.
However, SFOR executed an operation in the Stolac area against illegal arms trafficking from 26 November to 8 December and supported the International Police Task Force inspections of a series of local police buildings on 14 and 15 December, during which weapons and ammunition were confiscated.
The review is in response to findings by an investigation support team of the UNMIBH Human Rights Office in the course of its work in the Travnik area(see S/1999/284, para. 29), and is based upon methodology developed for the audit of the Stolac police.
At the beginning of February, in Stolac, the Bosnian Croat Chief of Police was decertified by the IPTF and subsequently relieved of his duties by the cantonal authorities, following accusations that he had given tacit approval for attacks against Bosniac and Serb refugees trying to return to the area.
Tensions also arose within the Federation, particularly in Mostar, Stolac and Capljina, following the 16 March car bomb attack in Sarajevo on Mr. Leutar, a Bosnian Croat and the Federation Deputy Minister of the Interior, who subsequently died as a result of his injuries.
The highest representative of the present Municipal authorities, together with the highest local representative of the two parties having received most votes at the elections of 1990 in the Municipalities of Bugojno, Vares, Stolac and Capljina shall be responsible for the successful convening of the IMA and the election of municipal officials;
On 3 July, the Human Rights Office released a report on 37 return-related incidents in canton 7(Mostar), including fires, explosions, stoning and harassment against Bosniac returnees in Croat majority areas, which have occurred in Stolac, Capljina, Doljani and Mostar from March through June 1998.
These meetings have led to the formation of an inter-entity advisory team on automobile theft, and to an inter-entity planning effort to address organized crime in public markets along the inter-entity boundary line, such as the" Arizona" market in northern Bosnia and Herzegovina and the market between Stolac in canton 7(Mostar) and Berkovici in the Republika Srpska.
In view of the inadequate response of the police in Stolac in canton 7(Mostar) to more than 70 returnee-related incidents since 1 January 1998, an IPTF Special Response Team of the UNMIBH Human Rights Office conducted a full operational performance audit of the town ' s police administration from 7 to 11 December 1998.
