You must be a Site Collection Administrator to activate the Document Sets feature.

What can you do with a Document Set?
Document Set authors can do any of the following tasks.

When you configure a Document Set content type, you can do any of the following.
A Document Set is a group of related documents that you can manage as a single entity.

This is the name that users will see when they create an instance of a Document Set.
You can create a Document Set in a single step, and then define its characteristics and metadata.
