In sum, with interest rates at historically low levels, monetary policy design going forward necessitates a new paradigm of monetary economics, by broadening the focus of analysis from short-term interest rates to the entire yield curve.
Such a change would mean a reduction in the outstanding balance of current accounts toward a level in line with required reserves, and a shift in the main operating target for money market operations from the outstanding balance of current accounts to short-term interest rates.
In addition, since interest rate levels in a deflationary environment tend to be correspondingly low, interest rates are likely to face the zero lower bound when the economy experiences a negative shock. This will limit room for monetary policy responses using short-term interest rates.
While I will touch later on the issue of how to define monetary policy, for the time being I will use the term in the conventional sense of"policy that aims at actively influencing the inflation rate or the economic growth rate by controlling the level of short-term interest rates.

At present, however, new loans to individuals and corporations extended by major financial institutions are mostly based on or linked to short-term interest rates, and regarding corporate bond issuance-- a medium- and long-term funding means-- the amount outstanding of domestic straight bonds, including those issued by banks and insurance companies, has been about 60 trillion yen.
Therefore, if we should opt for"monetary expansion" at some point in the future, we must acknowledge that the action would, at least temporarily, bring about a further decline in short-term interest rates from their current levels. We might see the overnight call rate come down close to zero percent.
