Redeployment of 5 posts(1 P-4 Administrative Management Officer, 2 P-3 Administrative Officers, 1 GS(OL) Finance Assistant, 1 GS(OL) Team Assistant) from the Field Finance Procedures Management Unit to the Office of the Director.
The Property Management Section is headed by a Property Management Officer(P-4) and supported by 14 staff(3 P-3, 3 Field Service level(FS-6), 2 Field Service level(FS), and 6 national General Service staff).
In support of the restructuring, three Contract Management Officers(P-3) and three Contract Management Assistants(2 Field Service, 1 national General Service staff) are proposed to complement the existing capacity.
Reassignment of one post currently in the Office of the Assistant Secretary-General(Administrative Management Officer, P-4) to the Audit Response and Board of Inquiry Section(Board of Inquiry Officer, P-4).
In carrying out those functions, the Assistant Secretary-General will be supported by a Special Assistant(P-5), two Administrative Management Officers(P-4, P-3) and three Administrative Assistants(GS(OL)).
The Chief of the Section would be supported by a Contracts Management Officer(P-3) and four Contracts Management Assistants(2 Field Service, 1 national General Service staff and 1 United Nations Volunteer).

In this regard, it is proposed that three temporary positions be established for a Senior Border Management Officer(P-5), a Border Management Officer(P-4) and a Border Management Expert(P-4).
It is proposed to establish an Audit Response and Board of Inquiry Section, led by a Senior Administrative Management Officer(new post) at the P-5 level under the Director of the Conduct and Oversight Division.
In turn, to accommodate the activities of the Contracts Management Section, a P-3 Procurement Officer is proposed for reassignment from the Procurement Section to the Contracts Management Section as a P-3 Contracts Management Officer.
OIOS noted that project management responsibility was widely assigned: 62 people, or 70 per cent of Professional staff, were designated managing officers of projects in 2003.
