The United Nations team was present for voting on each of the four days of polling, on 20 October 2007 in Apia(for eligible Tokelauans based in Samoa), and on 22, 23 and 24 October on the atolls of Fakaofo, Nukunonu and Atafu, respectively.
In its most recent election on 23 January 2014, Tokelau elected its new General Fono(Parliament), which represents the three atolls of Tokelau(Fakaofo, Atafu and Nukunonu). Two of the three sitting Faipule and one of the three Pulenuku lost their seats. In all, 9 of the 20 positions in the General Fono went to new candidates.
Tokelau, a Non-Self-Governing Territory administered by New Zealand, consists of three small atolls in the South Pacific(Nukunonu, 4.7 square kilometres; Fakaofo, 4.0 square kilometres; and Atafu, 3.5 square kilometres) with a total land area of approximately 12.2 square kilometres.
Following a meeting of the Referendum Commission in Atafu on 10 June 2007, and a subsequent report to the General Fono on 12 June 2007, the Commission decided that the referendum planning would proceed on the same basis of voting as in 2006, that is, in four locations, namely on 20 October in Apia and on 22, 23 and 24 October on the atolls of Fakaofo, Nukunonu and Atafu, respectively.

There were 543 inhabitants on Atafu, 437 on Nukunonu and 597 on Fakaofo.
