On 26 June, Mr. Erik Jensen, who has since been confirmed as my Acting Special Representative, was invited to meet with the Moroccan Minister of the Interior, Mr. Driss Basri, and other senior officials in Rabat.
The President of the Moroccan National Human Rights Council, Driss el-Yazami, referred to the importance of coherent efforts to strengthen democracy by the multiple actors in this field and called for strengthening consistency between the various efforts and actors.
To this end, my Special Representative met with the Prime Minister of Morocco, Abderrahmane Youssoufi, the Minister of the Interior, Driss Basri, the Minister for Foreign Affairs, Mohamed Benaissa, and the Permanent Representative of Morocco to the United Nations, Ahmed Snoussi, at Rabat from 16 to 19 August 1999.
On 20 and 22 October, Mr. Jensen met with the Minister of the Interior of Morocco, Mr. Driss Basri, who reiterated assurances of Morocco ' s commitment to the agreement(S/1997/742, annex III) and assured my Acting Special Representative of his Government ' s readiness to provide all practical support for the resumption of identification.
To that end, the Special Representative had met with the Prime Minister of Morocco, Abderrahmane Youssoufi, the Minister of the Interior, Driss Basri, the Minister for Foreign Affairs, Mohamed Benaissa, and the Permanent Representative of Morocco to the United Nations, Ahmed Snoussi, at Rabat from 16 to 19 August 1999.
In Rabat on 3, 8, 19 and 25 November, he met with Moroccan Prime Minister Abderrahmane Youssoufi, the Minister for Foreign Affairs, Mohamed Benaissa, the new Minister of the Interior, Ahmed El Midaoui, who was appointed on 9 November to replace Driss Basri, as well as the new Secretary of State for the Interior, Fouad El Himma.
Another young Sahrawi, Driss Houssein Khatari El Fakraoui, was allegedly arrested by the Moroccan police at his home at El Housseima on 22 January 1996, and sentenced on 7 February 1996 by the Appeal Court of El Housseima to eight years ' imprisonment.
During the reporting period, my Acting Special Representative, Robin Kinloch, held consultations on the package with the Coordinator for the Frente POLISARIO, Emhamed Khaddad, on 28 March 1999, and with the Minister of the Interior, Driss Basri, and other Moroccan officials on 8 and 9 April 1999.
Accordingly, following a meeting with the Moroccan Minister of the Interior, Driss Basri, held at Rabat on 18 January 1999, my Special Representative and the Chairman of the Identification Commission, on 21 January, began a series of daily consultations with a Moroccan delegation to discuss the draft protocols on voter identification and on the appeals procedures contained in the package of measures.
At the end of summer 1996, another round of" secret talks" had been held, and on 6 September the Secretary-General had announced that direct negotiations were under way between the parties. Delegations had met in Geneva, and then talks had been held in Morocco between a Frente POLISARIO delegation and the highest authorities in the country, including His Majesty King Hassan II and Minister of the Interior Driss Basri.
He met with the United Nations High Commissioner for Refugees at Geneva on 29 May 1998, with the Minister of State and Minister for the Interior, Mr. Driss Basri and the Prime Minister of Morocco, Mr. Abderrahmane Youssoufi, at Rabat on 1 and 2 June, and with the POLISARIO Coordinator with MINURSO, Mr. M ' Hamed Khaddad, in the Tindouf area of Algeria on 3 June.
Prince Moulay Rachid, the Prime Minister and Minister for Foreign Affairs and Cooperation, Mr. Abdellatif Filali, the Minister of the Interior, Mr. Driss Basri, Advisors to the King, Mr. Driss Slaoui and Mr. André Azoulay, the Permanent Representative of Morocco to the United Nations, Mr. Ahmed Snoussi, and other senior government officials.
During the reporting period, my Special Representative, Charles F. Dunbar, the Chairman of the Identification Commission, Robin Kinloch, and other Commission officers continued discussions on the package with the Minister of the Interior, Driss Basri, and other Moroccan officials from the Ministries of the Interior and for Foreign Affairs in Rabat, from 4 to 6 February and from 17 to 19 February 1999.
