A paper entitled" Draft ideas for the implementation of the package of confidence-building measures" was presented to each leader on 9 March by my Deputy Special Representative, Mr. Gustave Feissel.
وفي ٩ آذار/مارس، قام نائب ممثلي الخاص، السيد غوستاف فايسيل، بعرض ورقة بعنوان" مشروع أفكار لتنفيذ مجموعة تدابير بناء الثقة" على كل من الزعيمينFrom 24 to 26 April, Mr. Clark, accompanied by Mr. Feissel, visited Ankara, where he met Deputy Prime Minister Karayalcin and, in the absence of the Foreign Minister, senior officials of his Ministry.
وفي الفترة من ٤٢ إلى ٢٦ نيسان/ أبريل، قام السيد كﻻرك، يرافقه السيد فيسيل، بزيارة أنقرة حيث اجتمعا الى نائب رئيس الوزراء كارايالسين، ونظرا لغياب وزير الخارجية فقد عقدا اجتماعا مع كبار موظفي وزارتهOn 30 September, the leader of the Greek Cypriot community informed Mr. Feissel that his side had completed its work and was ready to proceed as agreed on 31 July.
وفي ٣٠ أيلول/سبتمبر، أبلغ زعيم طائفة القبارصة اليونانيين السيد فايسل بأن جانبه قد انتهى من أعماله وبأنه على استعداد للمضي في الترتيبات على نحو ما جرى اﻻتفاق عليه في ٣١ تموز/يوليهOn 30 September 1997, the leader of the Greek Cypriot community informed Mr. Feissel that his side had completed its work and was ready to proceed as agreed on 31 July 1997.

وختاما، أود أن أعرب عن تقديري الصادق لنائب ممثلي الخاص، رئيس البعثة في قبرص السيد غوستاف فايسل بمناسبة تقاعده في آخر حزيران/يونيه بعد سنوات طويلة من العمل المتميز قضاها في خدمة اﻷمم المتحدةMr. Joe Clark continued as my Special Representative for Cyprus; Mr. Gustave Feissel continued as my Deputy Special Representative, resident in Cyprus, and as Chief of Mission when Mr. Clark was not on the island.
وﻻ يزال السيد جو كﻻرك يشغل منصب ممثلي الخاص لقبرص؛ كما ظل السيد غوستاف فايسل يشغل منصب نائب ممثلي الخاص، المقيم في قبرص، فضﻻ عن توليه منصب رئيس البعثة عندما ﻻ يكون السيد كﻻرك في الجزيرةThat report took fully into account the positions which were conveyed on 31 May by the Turkish Cypriot leader to my Deputy Special Representative, Mr. Gustave Feissel, and which were subsequently communicated to the Security Council(see S/1994/654).
وقد أخذ ذلك التقرير في اﻻعتبار على نحو تام المواقف التي أبلغها في ٣١ أيار/مايو الزعيم القبرصي التركي إلى السيد غوستاف فيسيل، نائب ممثلي الخاص، وأحيلت فيما بعد الى مجلس اﻷمن انظر S/1994/654I wish also to reaffirm what I told Mr. Feissel before leaving for New York, that is, that I am ready to discuss the modalities regarding the implementation of the confidence-building measures and of course the solution of the Cyprus problem.

أشيد بممثلي الخاص، السيد جو كﻻرك، وبنائبه، السيد جوستاف فيصل، وبآمر القوة، العميد آتي فرتيانين، واﻷفراد العسكريين والمدنيين في القوةI have noted the confirmation of your Deputy Special Representative Mr. Feissel that during the consultations Mr. Clerides has accepted the Turkish Cypriot definition of limited sovereignty based on the Swiss model, namely that:" The federated States are sovereign in so far as their sovereignty is not limited by the federal constitution.".
وأحطت علما بتأكيد نائب ممثلكم الخاص السيد فايسل أن السيد كليريدس وافق أثناء المشاورات على تعريف الجانب القبرصي التركي للسيادة المحدودة القائمة على النموذج السويسري، أي أن" الدول المتحدة دول ذات سيادة ما لم يحد الدستور اﻻتحادي من سيادتهاMr. Feissel underlined that while a comprehensive settlement of the security issues would be part of an overall agreement,
وأكد السيد فايسل على أنه بالرغم من أن التسوية الشاملة للقضايا اﻷمنية ستشكل جزءا من اﻻتفاق العام،To join him[Mr. Feissel] for a number of informal consultations at his residence with a view to exploring in a practical and concrete manner ways in which progress might be made both in respect of the implementation of the confidence-building measures and the long-contemplated overall settlement of the Cyprus problem.".
كي ننضم إليه السيد فيسيل ﻹجراء عدد من المشاورات غير الرسمية في مسكنه بغية العمل، بطريقة عملية ومحددة، على استكشاف طرق يمكن بها تحقيق تقدم سواء بالنسبة لتنفيذ تدابير بناء الثقة أو بالنسبة لتحقيق التسوية الشاملة التي طال انتظارها للمشكلة القبرصيةIn Cyprus, Mr. Gustave Feissel, my Deputy Special Representative, sought from the two leaders an agreement in principle on the package so that Mr. Joe Clark, my Special Representative, could focus on implementation of the package during a visit to the island in late January 1994.

وقد قررت تعيين السيد هان سونغ- جو، وزير خارجية جمهورية كوريا السابق، ممثﻻ خاصا جديدا لي لقبرص، اعتبارا من ١ أيار/مايو ١٩٩٦، أمﱠا السيد غوستاف فايسيل فسيظل نائب ممثلي الخاص، المقيم في قبرص، ورئيس بعثة عملية اﻷمم المتحدة في قبرصIn conclusion, I wish to pay tribute to my Special Representative, Mr. Joe Clark, to my Deputy Special Representative, Mr. Gustave Feissel, to the Force Commander, Major-General Michael Minehane, and to the military and civilian personnel of UNFICYP, who have continued to discharge with efficiency and dedication the important and difficult responsibilities entrusted to them by the Security Council.
وفي الختام، أعرب عن امتناني لممثلي الخاص، السيد جو كﻻرك، ونائب ممثلي الخاص، السيد غوستاف فيصل، ولقائد القوة، اللواء مايكل مينيهان، ولﻷفراد العسكريين والمدنيين التابعين للقوة الذين واصلوا اﻻضطﻻع بكفاءة وتفان بالمسؤوليات الهامة والصعبة التي عهد بها إليهم مجلس اﻷمنSince my last report to the Security Council(S/1994/1407), my Special Representative, Mr. Joe Clark, as well as my Deputy Special Representative, Mr. Gustave Feissel, have continued contacts with the leaders of the two communities in Cyprus and with the Governments of Greece and Turkey with a view to finding a basis for a resumption of direct talks.
