In addition, a coalition of indigenous Kanak leaders, landowners and environmentalists organized a blockade to protest the environmental impact of the Goro project and to protest further exploitation rights recently granted to INCO in nearby Prony.
Even more serious were the questions raised by the Kanak people about the slow-down in the process of decolonization and emancipation which had begun with the signing of the Accord, and the danger which political developments posed to peace and harmony between the communities.
Notes the relevant provisions of the Nouméa Accord aimed at taking more broadly into account the Kanak identity in the political and social organization of New Caledonia, and also those provisions of the Accord relating to control of immigration and protection of local employment;
Recalling the report of the Special Rapporteur on the rights of indigenous peoples on the situation of Kanak people in New Caledonia, submitted to the Human Rights Council at its eighteenth session, held from 12 to 30 September and on 21 October 2011.

Many measures had been taken to ensure that Kanak identity was taken more broadly into account, including through the restoration of Kanak place names, the introduction of Kanak languages in schools and the presentation of traditional knowledge.

It also noted with appreciation the continued progress made by the Kanak people in New Caledonia under the Matignon and the Nouméa Accords and commended France on its efforts to promote economic, social and cultural development in the Territory.
