At its forty-fourth session, the Subcommission, in its resolution 1992/27, decided to appoint Mr. Leandro Despouy as Special Rapporteur on the question of human rights and extreme poverty and requested him to submit a preliminary report to the Subcommission at its forty-fifth session.

In 1996, Leandro Despouy, Special Rapporteur of the SubCommission, submitted his final report on the issue of extreme poverty and human rights(E/CN.4/Sub.2/1996/13), clarifying how different forms of deprivation reinforce each other and form a vicious circle of poverty.

On 17 April, several pro-integration militia groups spread throughout Dili and committed a series of violent acts against civilians. They attacked and burned down several houses, including the houses of Leandro Isaac and Manuel Carrascalão(both members of the Conselho Nacional de Resistência Timorense).
