Also, where pilot initiatives have successfully combined an extension of basic service coverage with participatory approaches, MTRs have provided a basis for taking them to a larger scale.
The Regional Director for South Asia introduced the report on the MTRs in Bhutan, Nepal and Sri Lanka and the four major evaluations conducted in the region in 1999(E/ICEF/2000/P/L.24).
The MTRs recommended the development of need-based and area-specific communication plans, strong relationships with the media, improved coordination, and the conduct of evaluations to assess the effectiveness of IEC and behaviour change communication interventions.
The MTRs also noted that UNFPA had contributed to a shift in the approach to development planning: from one built around specific sectoral targets to integrated population and development planning.
Some MTRs found that some advocacy activities had been too broadbased, and recommended that UNFPA should select specific geographic areas for intensive advocacy activities while retaining an appropriate focus at the national level.
Moreover, the MTRs urged governments to be more proactive in setting national population and health priorities and in assuming a stronger coordination role among national actors and donors using a sector-wide approach.
The EDAR II will be complemented by the existing regional reports on MTRs and major evaluations undertaken in specific countries, which will also be presented at the annual session of the Executive Board.
A number of delegations were concerned that the current plan was adding new evaluative activities on an already overloaded country-level evaluation agenda, referring to activities such as annual reporting, MTRs and others.
A delegation referred to the evolving functions of headquarters and regional office locations and asked the Regional Director to comment on how she perceived the relationship and division of labour between both locations in the field of evaluations and MTRs.
In presenting the report(E/ICEF/1999/P/L.7), the Regional Director for Central and Eastern Europe, the Commonwealth of Independent States and the Baltic States said that the MTRs of the country programmes of Albania, Georgia and Turkey had led to the identification of new areas requiring attention, such as children living on the street, domestic violence and HIV/AIDS.
The MTRs also reported other progress, including the development or revision of reproductive health policy, reproductive health clinical guidelines and protocols; development, standardization and improvement of recording systems and instruments; institutionalization of supervisory and quality assurance systems; and institutional capacity development through management information systems, management training and training of various health personnel.
She reviewed the diverse challenges in the region, as well the successes in improving the lives of children and women, highlighting the situation in the eight countries that carried out MTRs in 1999-- Central African Republic,
The MTRs determined that UNFPA programmes of assistance continued to be relevant despite notable changes in the national contexts in some countries due to unstable situations caused by civil unrest, internal political strife, natural disasters, economic difficulties, out-migration, as well as by the departure of some of the major donors and dwindling donor support.
MTRs were conducted in Angola, Botswana and Kenya.
Both MTRs recommended a strengthened focus on disparity reduction.
MTRs of country programmes and major evaluations will also inform the review.

She stated that the MTRs and evaluations provided a number of lessons for UNICEF.
A few speakers commended the broad participation of partners, including bilateral donors, in the MTRs.
Further, it claimed that the MTRs should be considered as a quality warranty.
