At the 116th plenary meeting of its fifty-ninth session, on 24 August 2005, the General Assembly appointed Gérard Biraud(France), Papa Louis Fall(Senegal), Istvan Posta(Hungary) and Cihan Terzi(Turkey) for a term of office beginning on 1 January 2006 and expiring on 31 December 2010.
On 4 December, at a formal meeting, the Council heard a briefing by the head of the Security Council mission to Afghanistan, the representative of Italy, Giulio Terzi di Sant ' Agata, in which he reported that the main goal of the mission was to develop a first-hand assessment of the situation in that country.
Mr. Terzi(Turkey) reiterated that, to his mind, the addition of emphasis of matter paragraphs to the unqualified opinions issued in respect of UNDP, UNFPA and UNDCP meant that the respective reports had been modified and, therefore, that the relevant financial statements had not been fairly presented.
Mr. Terzi(Turkey) said that human resources management was a key issue which had a direct impact on the Organization ' s success. His delegation therefore welcomed the progress made so far with the reform, although much more remained to be done.

The President(spoke in Arabic): As indicated in document A/64/106, the General Assembly is required, during the sixty-fourth session, to appoint four members to fill the four vacancies on the Joint Inspection Unit that will arise from the expiration of the term of office on 31 December 2010 of Mr. Gérard Biraud of France, Mr. Papa Louis Fall of Senegal, Mr. István Posta of Hungary and Mr. Cihan Terzi of Turkey.
On 3 October 2008, in consultations of the whole, the representative of Italy, Giulio Terzi di Sant ' Agata, in his capacity as Chairman of the Committee established pursuant to resolution 1718(2006), presented his 90-day report in accordance with paragraph 12(g) of resolution 1718(2006), which covered the work of the Committee during the period from 3 July to 2 October 2008.
Mr. Terzi(Turkey), associating his delegation with the statement made by the representative of the Netherlands on behalf of the European Union, said that internal oversight services were important to international organizations, and no longer merely emphasized compliance with rules and regulations, but added value to the work of those organizations and helped them by identifying problems and suggesting potential solutions.
