Portugal), the Committee addressed the question of the application of the Covenant and the Optional Protocol to Macao and considered that, in the absence of an express reservation or declaration by Portugal to that effect, until 19 December 1999, when Macao was transferred to Chinese administration, individuals residing on this territory were under the jurisdiction of Portugal and could therefore validly submit a communication to the Human Rights Committee.
