In 1993, Dr. Neseem Abdel Malek, formerly the director of the ElKhanka mental hospital in Cairo, issued a certificate of insanity in the case of Saber Farahat Abu Ulla, who had killed four foreign tourists in a Cairo hotel; he was thereafter confined to ElKhanka hospital.
