This point is firmly entrenched in the discussion paper tabled by the independent expert on the right to development, Mr. Arjun Sengupta, for consideration by the Working Group on the Right to Development.
Arjun Sengupta, appointed as independent expert on the question of human rights and extreme poverty in August 2004, proposed that extreme poverty be defined as a combination of income poverty, human development poverty and social exclusion.
The Secretary-General has the honour to transmit to the General Assembly the report of the independent expert on the right to development, Arjun Sengupta, pursuant to General Assembly resolution 54/175 and Commission on Human Rights resolution 2000/5.
The independent expert on the question of human rights and extreme poverty, Arjun Sengupta, focused on elaborating on the definition of extreme poverty, exploring the link between human rights and extreme poverty, addressing the need for an operational framework to apply multi-dimensionality of poverty in policymaking and suggesting programmatic measures to alleviate extreme poverty.
Arjun Sengupta, independent expert on the right to development, has said that States should adopt a step-by-step approach to the right to development that aims to achieve, as a matter of urgency, three basic rights: the right to food, the right to primary education and the right to health.
The Panelists invited are: Mr. Ariel Buira, Member of the Board of Governors of the Banco Nacional of Mexico, Professor Linda Lim, Associate Professor of Business Administration and Director, Southeast Asia Business Program, University of Michigan, and Mr. Arjun Sengupta, Member of the Indian Planning Commission.
Arjun Sengupta(India), who was elected in September 2007 as Chairperson-Rapporteur of the Working Group on the Right to Development, also made a statement highlighting the recent achievements of the task force and the Working Group and the need to make the right-to-development criteria applicable and widely acceptable, while defining obligations in a step-by-step process of consensus building.
OHCHR has also provided support to the independent expert on the question of human rights and extreme poverty, Arjun Sengupta, who held consultations from 7 to 11 March 2005 with staff at the International Monetary Fund and the World Bank in Washington, D.C., to discuss issues relevant to his mandate, including the poverty and social impact analysis and poverty reduction strategy papers.

Taking into account, on the one hand, the report submitted by the ad hoc group of experts(E/CN.4/Sub.2/2005/20 and Add.1) on consultations with persons living in extreme poverty conducted at regional seminars organized at Bangkok and São Paolo, and, on the other hand, the report of the independent expert on the question of human rights and extreme poverty, Arjun Sengupta(E/CN.4/2005/49), which draws attention to the exclusion from society experienced in every country by persons in situations of extreme poverty.
