The right to water has been identified as a component of the right to housing, the right to the highest attainable standard of health, and the right to food under the International Covenant on Economic, Social and Cultural Rights, the world ' s most important social and economic rights treaty.6 Human rights standards are applicable to Governments(and other actors) no matter how they arrange water services.

Turning to the statement by the Special Rapporteur on adequate housing as a component of the right to an adequate standard of living, she said that since her appointment in 2008 the Special Rapporteur had focused on analysis of the dominant role played in the housing sector by the financial markets and its impact on the right to adequate housing, especially for the poor and vulnerable.
