Having considered the reports of the Secretary-General on the feasibility study on the United Nations Headquarters accommodation needs 2014-2034, and on the expanded feasibility study on the United Nations Headquarters accommodation needs 2014-2034, as well as the related reports of the Advisory Committee on Administrative and Budgetary Questions.
With respect to the timeline for the construction of a DC-5 building, the Advisory Committee notes that, under option 3 construction could begin in 2016 for an occupancy date in 2018(A/68/734, para. 27), while in the expanded feasibility study of the Secretary-General the construction period would run from mid-2014 to mid-2017(A/67/720).
To understand the long-term needs of the United Nations, the starting point for the expanded feasibility study was a revision of the scenario modelling of the staff to be accommodated in long-term leased premises and Organization-owned properties at Headquarters in 2012, taking full account of the number of staff moved during relocations relating to the capital master plan.
In his report on the study on the long-term accommodation needs at United Nations Headquarters for the period from 2014 to 2034(A/68/734), the Secretary-General considers six options that were in addition to the four options contained in his report on the expanded feasibility study(A/67/720).
In his report on the expanded feasibility study, the Secretary-General presents four options, with the United Nations Consolidation Building(DC-5) proposed by the United Nations Development Corporation, under option 3, deemed the most preferable(ibid., summary; see also sect. IV below).
The Advisory Committee notes from the report on the expanded feasibility study that, should the United Nations not reach agreement with the Corporation regarding the Consolidation Building, it is understood that the Corporation will refinance or sell DC-1 and DC-2 to a third party after March 2023(A/67/720, para. 61).
(c) An average of 200 gross square feet per person formed the basis for the calculation of office space requirements in the expanded feasibility study(A/67/720), after applying a 10 per cent reduction to the benchmark of 220 square feet per workspace in anticipation of the projected saving in space from the implementation of alternative workspace strategies;
the Secretariat believed that the only appropriate approach was to include all staff based in New York, including those of participating funds and programmes, in the analysis, as outlined in the report on the expanded feasibility study.
Pursuant to General Assembly resolution 60/282 and related recommendations in the report of the Advisory Committee on Administrative and Budgetary Questions contained in document A/66/7/Add.3, the Secretary-General conducted a comprehensive feasibility study during the biennium 2010-2011 of long-term accommodation needs at Headquarters, and an expanded feasibility study during the biennium 2012-2013.
In the eleventh progress report, the Secretary-General recalls the options for the locations of the functions of the Library and the South Annex Building that he proposed in his report on the expanded feasibility study on the United Nations Headquarters accommodation needs 2014-2034(A/67/720).
The Secretary-General proposes three medium-term options in the eleventh annual progress report(A/68/352, paras. 69-73), which, according to him, are an elaboration of the concepts included in his report on the expanded feasibility study on United Nations Headquarters accommodation needs 2014-2034.
The Advisory Committee notes that the three options deemed viable by the Secretary-General are all from his previous report on the expanded feasibility study(a total of four options are contained therein; see A/67/720), while the six additional options presented in his new report(A/68/734) are all considered unfeasible and have not benefitted from further consideration and analysis.
The Secretary-General indicates that the projected saving in space from the implementation of alternative workspace strategies would lower workspace from 220 to 200 gross square feet per person, which formed the basis for the calculation of the off-campus office space requirements under the four options presented in the expanded feasibility study.
The Committee recommends that the information be provided to the General Assembly at the time of its consideration of the expanded feasibility study.
