(Expectation of the comprehensive test-ban treaty) Since the conclusion of the Partial Test-Ban Treaty in 1963, the complete banning of all nuclear explosion tests has been the most important political task- in Geneva in particular- and it became, with the approach of 1995, a most essential matter for the nuclear-weapon States to achieve the indefinite extension of the Non-Proliferation Treaty, thus perpetuating that treaty ' s régime.

A comprehensive nuclear-test-ban treaty was the only viable means of achieving the eventual elimination of nuclear weapons.
