Mr. Rastam(Malaysia), recalling that the Committee on the Elimination of Racial Discrimination had in the past noted cases of" double discrimination" based on religious grounds and on other grounds, said that while there were legal instruments to combat racial discrimination, that was not the case for religion.
Mr. Rastam(Malaysia), speaking on behalf of the Organization of the Islamic Conference(OIC), reaffirmed that OIC opposed all forms of intolerance and discrimination based on religion or belief, condemned all acts of violence committed in the name of religion and believed that all of the world ' s religions shared the same values of peace, respect for others, and the sanctity of human life.
Mr. Rastam(Malaysia) asked for details on the UNODC role in combating money-laundering, with respect in particular to capacity-building, and on steps taken to coordinate its activities with those of other institutions concerned, such as the International Monetary Fund and the World Bank, so as to avoid duplication of efforts.
Mr. Rastam(Malaysia) emphasized the inalienable right of each State to choose its own political, economic, social and cultural systems. He asked the High Commissioner to clarify the purpose of country reports, as they tended to be politicized and divisive, and the universal periodic review mechanism of the Human Rights Council was already operational.
Mr. Rastam(Malaysia) said that the establishment of the Human Rights Council had marked a key paradigm shift, as it had represented a rejection of adversarial approaches to human rights work marred by politicization and naming and shaming, seeking instead to foster dialogue, cooperation and mutual respect in the new institution.

Mr. Rastam(Malaysia) welcomed the report of the Secretary-General on the implementation of the recommendations of the Special Committee on Peacekeeping Operations and noted with satisfaction that DPKO had achieved significant progress in the strengthening of standby arrangements for military and civilian police personnel, the efficient management of peacekeeping operations and the rational use of the strategic deployment stocks at the United Nations Logistics Base at Brindisi, Italy.

Mr. Rastam(Malaysia), making a general statement, said that as a supporter of the draft resolution, Malaysia was concerned at the recent rise in the use of private military or security companies in the context of conflicts, with little regulation of their conduct and duties, even though it was aware that in some situations their services would be more effective than the use of Government resources.
