It is proposed to establish two positions to accommodate functions for heads of regional offices in Basra and Erbil(both at the P-5 level), who would have a direct reporting line to the Special Representative of the Secretary-General in anticipation of the devolution of power to the governorates envisaged in the federal system incorporated into the Iraqi Constitution adopted in October 2005.
