Recalling Section VI of the Ten Year Program of Action adopted at the Third Extraordinary Session of the Islamic Summit Conference held in Makkah Al-Mukarramah in December 2005, and Resolution 12/33-P adopted at the 33rd Session of the Islamic Conference of Foreign Ministers held in Baku in June 2006, the Meeting emphasized that terrorism contradicts the teachings of Islam, which urge tolerance, mercy and non-violence.

RECALLING the provision of the OIC Ten-Year Programme of Action adopted by the Third Extraordinary Summit Conference held in Makkha-al-Murramah that mandated the Islamic Development Bank to coordinate with the OIC General Secretariat in order to make the necessary contacts with the World Health Organization and the other relevant institutions to draw up a programme for combating diseases and epidemics, to be financed through the special fund that will be created within the IDB;
Underlines the role played by the Islamic Development Bank in facilitating the implementation of the Programme referred to above, and commends the resolution issued by the 31st Meeting of the Board of Governors of the Islamic Development Bank held in Kuwait, on 30 and 31 May 2006, relating to the establishment of a Fund to combat poverty in line with the resolution issued in this respect by the Third Extraordinary Session of the Islamic Summit Conference, held in Makkah Al-Mukarramah in December 2005.

Recalling all relevant declarations and resolutions of the Islamic summit and Foreign Ministers Conferences, particularly the Programme of Action adopted by the Third Extraordinary Session of the Islamic Summit Conference, on the subject;
Recalling also the Final Communiqué of the Third Extraordinary Session of the Islamic Summit Conference, held in Makkah, Saudi Arabia, on 7 and 8 December 2005, which expressed serious concern at rising discrimination against Muslims.
The proposals were presented at the third extraordinary Conference of the African Union Ministers of Trade in Addis Ababa in January 2007, and subsequently served as an input to the Joint ACP-EU Ministerial Trade Committee meeting, held in Brussels in March 2007.
