Moreover, working in partnership with its ally and partners, Japan will promote multi-tiered initiatives, including bilateral and multilateral defense cooperation and exchange, joint training and exercises, and capacity building assistance, effectively fulfilling its key role in initiatives focused on the stabilization of the security environment, including the building and strengthening of intra-regional cooperative frameworks in the Asia-Pacific region.
The guidelines show the recognition that the environment of security is“changing in extremely high speed” and present the increasing uncertainty in the current international order due to the enhancement of China and Russia as well as increased importance of 3 new domains- space, cyber and electromagnetic wave- due to the advancement of military technologies as the reasons.
These National Defense Program Guidelines provide the vision for our defense forces for the next decade. However, five years from now or in case there is a significant change in the international situation, we will review and, if necessary, revise the Guidelines in light of the security environment, technological progress, and other relevant factors at the time.
The SCC members recognized the need to continue to address challenges posed by the increasingly uncertain security environment, which includes: the expanding military capabilities and activities in the region; North Korea's nuclear and missile programs and its provocative behavior; the emergence of non-traditional security concerns; and other evolving threats, such as to outer space, to the high seas, and to cyberspace.
