According to the Board, the Administration has only partially implemented the Board ' s previous recommendations in its approach to forecasting: identified risks are not routinely quantified or explicitly linked to the forecast for the anticipated final cost of the project and the forecast does not take account of the potential liability for future change orders, claims or the costs of unexpected acceleration needed to complete the project(for details, see ibid., paras. 18-24).
