Number of UNICEF country offices that supported training to government and non-government partners on child protection in emergencies, covering at minimum the child protection issues outlined in the CCCs.

The updated UNICEF humanitarian strategy and Core Corporate Commitments(CCCs) for children in emergencies, which are being presented to the Executive Board at the second regular session of 2004(E/ICEF/2004/14), provide a firmer basis for the design of targets within the UNICEF priority areas which will indicate its intentions for response in situations of crisis.
The report also addresses the issue of humanitarian response through a set of" Core Corporate Commitments"(CCCs), in which capacities to forecast and respond to crises and/or unstable situations are mainstreamed into the programming and operational approach of UNICEF at country, regional and global levels.
The 2004 report revised the CCCs to enhance the timeliness, effectiveness and predictability of the UNICEF humanitarian response, and to reinforce the link between the UNICEF response to crises and the organization ' s global mandate to promote and help ensure the fulfilment of the rights of children and women.
In humanitarian contexts, UNICEF programmatic accountability is guided by the CCCs, ensuring a minimum standing capacity to address the humanitarian needs of children and women and working with country programme partners to streamline disaster risk reduction measures in national policies.

Achievements also included the enhancement of emergency preparedness and response capacity, particularly in building the collaborative framework, procedures and infrastructure necessary for UNICEF to undertake the IASC cluster leadership role in data communications for humanitarian response, together with direct support of the CCCs.
This is also the case with efforts to strengthen capacities for emergency preparedness and response, building on its Core Commitments for Children in Emergencies(CCCs) and lessons from major disasters; and the use of differentiated cooperation strategies in response to national priorities.
Within the overall context of a more coordinated emergency response and funding environment-- including the recently expanded Central Emergency Response Fund(CERF), of which UNICEF was the second largest recipient with nearly $50 million received in 2006-- this will better position UNICEF to implement the CCCs and play a stronger role in inter-agency coordination mechanisms.
The country programme takes into account Iraq ' s situation with regard to the Millennium Declaration and Development Goals and the support that UNICEF can provide to accelerate progress towards their attainment; the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women; the UNICEF medium-term strategic plan and CCCs; and Iraq ' s National Development Strategy, new constitution and emerging national policies and priorities.
