The Regional Director introduced the CPDs for Haiti(E/ICEF/2012/P/L.30) and Nicaragua(E/ICEF/2012/P/L.31) and the summary of
Eleven of the 13 CPDs submitted in 2003 and 18 of the 22 CPDs submitted in 2004 were developed as part of a full United Nations joint programming process.
They also looked forward to seeing all future CPDs accompanied by outcome evaluations and management responses issued accordingly for all evaluations and the timely implementation of the management responses.
Other delegations called upon UNDP to strengthen the capacity of the country offices and asked future CPDs to be focused on important cross-cutting issues like mainstreaming gender, strengthening judicial reform, providing electoral support and responding to climate change.
Following an introductory statement by the Director, Programme Division, the Regional Directors will provide brief overviews of activities in their regions, as well as summaries of the CPDs being presented at this session.
She noted that her Government was proposing to the Executive Boards that a common country programme document(CCPD) derived from the UNDAP be approved in lieu of agency-specific CPDs.
At regional level, CEE/CIS region launched a regional gender facility for quality assurance of gender perspective in new generation of situation assessments and analysis, CPDs, country programme action plans(CPAPs), and annual workplans(AWPs).
The Acting Regional Director presented the draft CPDs for Cameroon, Democratic Republic of the Congo and Equatorial Guinea(E/ICEF/2012/P/L.35 through E/ICEF/2012/P/L.37) and the summary of the midterm reviews of the country programmes for Benin, the Republic of the Congo and Niger(E/ICEF/2012/P/L.25).
The Executive Board had before it the draft CPDs for Armenia, Azerbaijan, Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, Romania, Serbia and Montenegro, Tajikistan, the former Yugoslav Republic of Macedonia, Turkmenistan and Uzbekistan(E/ICEF/2004/P/L.10-- E/ICEF/2004/P/L.20), which were introduced by the Regional Director.
Delegations made comments on specific draft CPDs, including satisfaction with the emphasis on health-system strengthening and quality monitoring and evaluation; complementarity of capacity-building efforts with other development partners; training for policymakers in data analysis and use in developing health policies and programmes; and the focus on gender equality.

The development of the CPDs-- based in most cases on the CCA, the UNDAF and the Joint Strategy Meeting-- provides an opportunity for Governments to ensure the involvement of United Nations system and other multilateral organizations, bilateral donors and civil society organizations, as appropriate, in the process of programme formulation.
While CPDs are not ordinarily reviewed and approved at the first regular session of the Executive Board, the Government of South Sudan has requested that the Executive Board agree, on an exceptional basis, for draft CPDs to be presented and approved at the January 2012 meeting of the Executive Board.

The UNFPA Regional Directors thanked the delegations for their constructive comments and support and assured the Executive Board that in accordance with decision 2006/36 the comments on the draft CPDs would be conveyed to the concerned countries to take into account in finalizing the CPDs.
Delegations commended UNICEF for(a) the relevant, concise and clear situation analyses of the draft CPDs;(b) programme interventions that reflected the priorities of UNICEF, a focus on marginalized groups and regions, and conformity to national priorities;(c) CPDs that reflected broad-based consultations, the participation of stakeholders and harmonization with the priorities and processes of Governments and other United Nations agencies; and(d) the high quality of UNICEF staff in the field.
At the Annual Session of 2003, the Executive Board commented on 13 draft CPDs(Angola, Benin, Congo, Democratic People ' s Republic of Korea, Ecuador, Kenya, Madagascar, Niger, Pakistan, Philippines, Sierra Leone, Somalia and a consolidated document for Palestinian children and women in Jordan, Lebanon, Syrian Arab Republic and the occupied Palestinian territory) and approved the aggregate indicative budgets for the county programmes.
At the annual and second regular sessions of 2004, the Executive Board commented on 22 draft CPDs( Angola, Burundi, Madagascar, Zimbabwe, Cape Verde, the Southern Cone countries( Argentina, Chile, Uruguay), Malaysia, Philippines, Armenia, Azerbaijan, Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, Romania, Serbia and Montenegro, Tajikistan, the Former Yugoslav Republic of Macedonia, Turkmenistan, Uzbekistan, Islamic Republic of Iran, Iraq, Guatemala) and approved the aggregate indicative budgets for the country programmes.
At the annual and second regular sessions of 2005, the Executive Board commented on a total of 27 draft CPDs( Afghanistan, Albania, Bangladesh, Belarus, Bulgaria, Burkina Faso, Cambodia, Cape Verde, Chad, China, Democratic Republic of the Congo, Georgia, Ghana, Guyana, Indonesia, Liberia, Myanmar, Namibia, Peru, Swaziland, Timor-Leste, Turkey, Uganda, Ukraine, Viet Nam, Russian Federation and Palestinian children and women in Jordan, Lebanon, the Occupied Palestinian Territory and Syrian Arab Republic) and approved the aggregate indicative budgets for the country programmes.
