Since UNCDF is a piloting, innovating organization, emphasis is placed on evaluation, research, documentation and dissemination of the lessons learned in local governance and microfinance.
Resolution 18/10 of 16 February 2001, of the Commission on Human Settlements and the Declaration on Cities and Other Human Settlements in the New Millennium recommended that UNHABITAT and its partners expand the documentation and dissemination of best practices to include examples of good urban policies and enabling legislation.
However, given the increasing cost of census undertaking, the deterioration of response rates, and the persistent need to improve data accuracy, national statistical offices in the region are working intensively to explore new ways, including with the use of new information and communications technology tools, to ensure the coverage and quality of the upcoming censuses and to improve census data documentation and dissemination.
Work on the documentation and dissemination of best practices in improving the living environment reached a new milestone, with over 2,000 peer-reviewed practices from 140 countries currently available online, while a new methodology was successfully field-tested and applied in 10 countries in Africa, Asia and Latin America for the participatory assessment of pro-poor, gender-sensitive urban policies and legislation in support of the attainment of the Millennium Development Goals.
In support of the achievements of the millennium development goals and the outcome of the World Summit on Sustainable Development, activities will focus on identification, analysis, documentation and dissemination of good practices in urban poverty reduction through pilot projects, and on the provision of advice and assistance to build the capacity of countries in the region for the adaptation, replication and upscaling of those practices.
It aims to develop pro-poor gendered land tools; unblock existing initiatives and to add value; research, documentation and dissemination; strengthen global comprehensiveness in line with the Paris Declaration on Aid Effectiveness of the Organization for Economic Cooperation and Development; improve security of tenure for the poor through the global campaign on secure tenure; and contribute to the achievement of globally agreed goals and targets.
Among the issues discussed were the recent activities of ACC and ICSC on gender balance; mainstreaming of a gender perspective in the work of the Organization; performance indicators of progress achieved in equality for women; documentation and dissemination of best practices and lessons learned on operationalizing gender-sensitive development, and proposals for the work of the ACC Committee on Women and Gender Equality.
The activities being undertaken include awareness raising and training of service providers on the Domestic Violence Act; skills training for survivors of domestic violence; sensitisation of traditional leaders on issues of domestic violence in their capacity as service providers; legal representation of survivors in courts of law; and research, documentation and dissemination of information on domestic violence trends in the country.
The failure to jointly develop strategic plans for local governance at the country level(based on an assessment of the historical and political background, the presence and role of other donors supporting local governance, and of risks), the neglect of advocacy and lobbying functions(both within the United Nations and also outside), insufficient attention to analysis, documentation and dissemination of lessons learned have limited the impact on capacity-building and sustainability.
