The principles underlying UNCTAD's publications policy and the guidelines governing their implementation are contained in the Report on documentation and publications( TD/ B/ EX( 15) /5), which was endorsed by the Secretary-General of UNCTAD in May 1997.
UNCTAD has identified steps to improve conference services, documentation and publications, enhance internal communication, rationalize travel, reduce the cost of telecommunications, enhance data management and make full use of information technology.

This is a problem felt acutely by all intergovernmental bodies and regional organizations. The Under-Secretary-General directs the development of conference-servicing policies, procedures and practices for the United Nations worldwide, the coordination of the global provision of such services by the Secretariat and the allocation of resources. The Under-Secretary-General is responsible for conference services in New York, Geneva, Vienna and Nairobi, and chairs the annual coordination meeting of United Nations conference services managers as well as the Inter-Agency Meeting on Language Arrangements, Documentation and Publications.
Travel resources of $41,100, at the maintenance level, are required for the coordination of activities with the management of the Department, participation in the Inter-Agency Meeting on Language Arrangements, Documentation and Publications, the Joint Inter-Agency Meeting on Computer-Assisted Translation and Terminology and various international meetings related to new technologies, interpretation, translation, terminology and publication issues.
It further recommends that the Department for General Assembly and Conference Management should move forward on its own at this stage to develop mechanisms for more systematically tracking user satisfaction with its products, analysing new developments and specific circumstances affecting the performance of conference-servicing staff, and for the regular exchange of information on workload standards and performance measurement with its partners in the Inter-Agency Meeting on Language Arrangements, Documentation and Publications.
The reduced requirements of $68,500 relate to(a) travel for consultations at Headquarters, with ESCAP institutes and ESCAP Pacific Operations Centre at Port Vila on programme coordination and administrative, financial and personnel matters; and(b) travel of Conference Services staff to attend the annual sessions of the Inter-agency Meeting on Language Arrangements, Documentation and Publications and the Joint Inter-Agency Meeting on Computer-assisted Translation and Terminology.
However, as noted with remarkable candour in a report submitted at a session of the Inter-Agency Meeting on Language Arrangements, Documentation and Publications(IAMLADP) in July 1997, self-revision is a euphemism for“no revision”and it is clear that there must be limits in terms of who is entrusted with self-revision and what material is suitable for self-revision in order to avoid a negative impact on quality.
