We therefore applaud the establishment of the South Fund for Development and Humanitarian Assistance approved at the second South Summit, held in 2005 in Qatar, as a financing mechanism to assist developing countries in economic, social, health and educational development, and in the alleviation of hunger, poverty and the impact of natural disasters.
The UNCTAD secretariat contributed to the G77 High-Level Forum on Trade and Investment, held in Doha(Qatar) on 5-6 December 2004; the Second South Summit, held in Doha on 12-16 June 2005; and the Regional Ministerial Meeting on the Millennium Development Goals in Asia and the Pacific, organized by Indonesia in July 2005.
In this context we welcome the ongoing efforts of the Chairman of the Group of 77 to convene sectoral meetings in accordance with the decision of the Second South Summit and the establishment of a follow-up mechanism for implementing specific South-South projects and initiatives presented to the Second South Summit.

They also invited Member States to host sectoral meetings in various fields of cooperation, including South-South forums for parliamentarians, mayors, youth, media and civil society and other thematic meetings as envisaged in the Doha Plan of Action adopted by the Second South Summit.

To promote these and other aspects of South-South cooperation, we need a strengthened G-77 Secretariat as provided for in the Havana Programme of Action adopted by the First South Summit in 2000 and reaffirmed by the Doha Plan of Action adopted by the Second South Summit in 2005.

The heads of State and Government of the Group of 77 and China at the Second South Summit, held in Qatar in June 2005, condemned the use of economic coercive measures designed to prevent countries from exercising their right to decide their own political, economic and social systems, and called on all countries not to recognize unilateral extraterritorial laws which impose sanctions on other States and foreign companies.
His Office had initiated its advocacy and support mobilization efforts at the World Conference on Disaster Reduction in January 2005, the thirteenth session of the Commission on Sustainable Development in April, the sixty-first annual ministerial meeting of the Economic and Social Commission for Asia and the Pacific(ESCAP) in May, and the Second South Summit in June.
