In view of the fact that information provided in the State report concerns exclusively children who are citizens of the State party, please indicate the measures taken to ensure that non-Kuwaiti children living in the State party also have access to free compulsory education, as recommended by the Committee in 2004.
The committee and the NGO representatives received advance training in preparing the State report and shadow report on the Convention from the committee of the United Nations Development Fund for Women(UNIFEM), in coordination and collaboration with the National Council for Women of the Arab Republic of Egypt; the training took place from 25 to 30 June 2008.
The Committee expresses concern at the categorization used by the State party for identifying specific groups, such as rootless persons, aliens, unsurveyed persons, persons with status problems, referred to in paragraphs 11 to 40 of the State report(arts. 1 and 2).
Every year, in accordance with article 22 of the Federal Act on Basic Guarantees of the Rights of the Child in the Russian Federation, the Government produces and distributes a State report on the status of children and families with children, so as to provide the authorities with objective, systematic, analytical information on the various issues involved.
As a result of the proposed page limits for initial and periodic reports, it is expected that the documentation which would be required each year will be reduced, from the 2011-2012 average of 76 pages for initial reports and 103 pages for periodic reports to an estimated 60 and 40 pages, respectively, per State report.
While noting the implementation of the International Law Project initiated by UNDP, the Committee regrets that the information supplied in the State report, the core document and during the dialogue has not enabled it to ascertain to what extent training on the Convention and its provisions has been provided to Government officials, the judiciary, law enforcement officials, teachers, social workers and other public officials(art. 7).
(19) While taking note of the statement in the State report that the rules governing public officials do not preclude officers from liability for torture if they invoke superior orders as a defence(CAT/C/SLE/1, para. 41), the Committee remains concerned at the lack of clarity regarding the existence of mechanisms that offer subordinates who refuse to obey such an order protection against retaliation by superior officers.
With regard to the report of Yemen(CAT/C/YEM/CO/2/Rev.1), the Committee expressed its concern at reported cases of imposition of the death penalty on children between 15 and 18 years of age, and at the lack of information in the State report on the number of persons executed in the reporting period and for which offences, as well as the number of persons currently on death row, disaggregated by sex, age, ethnicity and offence.
