The Committee also notes the reference in the State report to the adoption of the Protection against Domestic Violence Act No. 6 of 2008(CAT/C/YEM/2, paras. 132-146), but regrets the very limited information on its content and implementation.

Every year, in accordance with article 22 of the Federal Act on Basic Guarantees of the Rights of the Child in the Russian Federation, the Government produces and distributes a State report on the status of children and families with children, so as to provide the authorities with objective, systematic, analytical information on the various issues involved.

(19) While taking note of the statement in the State report that the rules governing public officials do not preclude officers from liability for torture if they invoke superior orders as a defence(CAT/C/SLE/1, para. 41), the Committee remains concerned at the lack of clarity regarding the existence of mechanisms that offer subordinates who refuse to obey such an order protection against retaliation by superior officers.

With regard to the report of Yemen(CAT/C/YEM/CO/2/Rev.1), the Committee expressed its concern at reported cases of imposition of the death penalty on children between 15 and 18 years of age, and at the lack of information in the State report on the number of persons executed in the reporting period and for which offences, as well as the number of persons currently on death row, disaggregated by sex, age, ethnicity and offence.
وفيما يتعلق بتقرير اليمن( CAT/ C/ YEM/ CO/ 2) أعربت اللجنة عن قلقها من الأنباء التي تحدثت عن فرض عقوبة الإعدام على أطفال تتراوح أعمارهم بين 15 و18 سنة، وعدم توفر معلومات في تقرير الدولة عن عدد الأشخاص الذين تم تنفيذ حكم الإعدام فيهم أثناء فترة التقرير والجرائم التي صدر عليها الحكم وكذلك عدد الأشخاص الذين ينتظرون حالياً تنفيذ عقوبة الإعدام فيهم مجزأة حسب الجنس والعمر والانتماء الإثني والجريمة
