THE UNIFIED COMMAND in Arabic translation

As indicated in paragraph 22 of my previous report, on 30 November 2004 I established a United Nations trust fund to accept and administer contributions from Member States for the purpose of supporting a distinct entity under the unified command of the multinational force(the" middle ring") with a dedicated mission to provide security for the United Nations presence in Iraq, in accordance with Security Council resolution 1546(2004).

وعلى نحو ما تشير إليه الفقرة 22 من تقريري السابق الصادر في 30 تشرين الثاني/نوفمبر 2004، أنشأت صندوقا استئمانيا تابعا للأمم المتحدة لقبول المساهمات التي ترد من الدول الأعضاء وإدارتها وذلك بغرض تقديم الدعم إلى كيان متميز يعمل تحت القيادة الموحدة للقوة المتعددة الجنسيات(" المحيط الأوسط")، تتمثل مهمته حصرا في توفير الأمن لوجود الأمم المتحدة في العراق، وفقا لقرار مجلس الأمن 1546(2004

Subsequently, on 3 December 1992, acting under Chapter VII of the Charter of the United Nations, the Security Council adopted resolution 794(1992) authorizing the Secretary-General and Member States concerned to use all necessary means to establish as soon as possible a secure environment for humanitarian relief operations in Somalia and to make the necessary arrangements for the unified command and control of forces involved.

وبعد ذلك، وفي ٣ كانون اﻷول/ديسمبر ١٩٩٢، اتخذ مجلس اﻷمن، استنادا الى أحكام الفصل السابع من الميثاق، القرار ٧٩٤ ١٩٩٢ الذي أذن فيه لﻷمين العام والدول اﻷعضاء المعنية باستخدام كل الوسائل الﻻزمة لتهيئة بيئة آمنة لعمليات اﻻغاثة اﻻنسانية في الصومال في أسرع وقت ممكن، وباتخاذ الترتيبات الﻻزمة لتوحيد قيادة القوات المشاركة وإمرتها

Based on this authority, Security Council resolution 84(1950) of 7 July 1950 recommended that all Member States make military forces and other assistance available to a unified command; requested the United States designate a commander for the unified command; and directed the unified command to provide the Security Council with reports, as appropriate, on the course of action taken under the unified command.

واستنادا إلى هــذا التخويل، أوصى قرار مجلس اﻷمن ٨٤ ١٩٥٠ المؤرخ ٧ تموز/يوليه ١٩٥٠ بأن توفر جميع الدول اﻷعضاء قوات عسكرية وغير ذلك من أشكال المساعدة لوضعها تحت قيادة موحدة؛ وطلب إلى الوﻻيات المتحدة أن تعين قائد القيادة الموحدة؛ ووجه القيادة الموحدة إلى أن تقدم تقارير إلى مجلس اﻷمن، حسب اﻻقتضاء، عن مسار اﻻجراءات التي تتخذ تحت إمرة القيادة الموحدة

On 3 December 1992, acting under Chapter VII of the Charter of the United Nations, the Security Council adopted resolution 794(1992), in which it authorized the Secretary-General and Member States concerned to use all necessary means to establish a secure environment for humanitarian relief operations in Somalia and to make the necessary arrangements for the unified command and control of forces involved.

وفي ٣ كانون اﻷول/ديسمبر ١٩٩٢، اتخذ مجلس اﻷمن، في إطار الفصل السابع من ميثاق اﻷمم المتحدة القرار ٧٩٤ ١٩٩٢ الذي أذن لﻷمين العام والدول اﻷعضاء المعنية، باستخدام جميع الوسائل الﻻزمة من أجل تهيئة بيئة آمنة لعمليات اﻹغاثة اﻹنسانية في الصومال واتخاذ الترتيبات الﻻزمة لتوحيد قيادة القوات المشتركة وإمرتها

In this regard, the Secretary-General of the United Nations, in his letter of 24 June 1994 addressed to the Minister for Foreign Affairs of the Democratic People ' s Republic of Korea, said that the dissolution of the" United Nations Command" falls under the jurisdiction of the United States Government since the unified command had been established under the United States, not as a body under the Council ' s own jurisdiction.

وفي هذا الصدد، قال اﻷمين العام لﻷمم المتحدة في رسالته المؤرخة ٢٤ حزيران/يونيه ١٩٩٤ الموجهة إلى وزير خارجية جمهورية كوريا الشعبية الديمقراطية، إن حل" قيادة اﻷمم المتحدة" أمر يقع ضمن الوﻻية القانونية لحكومة الوﻻيات المتحدة نظرا ﻷن القيادة الموحدة كانت قد أنشئت تحت الوﻻية القانونية للوﻻيات المتحدة، وهي ليست هيئة خاضعة للوﻻية القانونية لمجلس اﻷمن

On the basis of this authority, the Council, in its resolution 84(1950) of 7 July 1950, recommended that all United Nations Member States make military forces and other assistance available to a unified command, requested the United States to designate a commander for the unified command and directed the unified command to provide the Security Council with reports, as appropriate, on the course of action taken under the unified command.

واستنادا إلى هذه السلطة، أوصى المجلس، في قراره 84(1950) المؤرخ 7 تموز/ يوليه 1950، بأن توفر جميع الدول الأعضاء في الأمم المتحدة قوات عسكرية وغير ذلك من أشكال المساعدة لوضعها تحت قيادة موحدة، وطلب إلى الولايات المتحدة الأمريكية أن تعين قائدا للقيادة الموحدة، ثم وجّه القيادة الموحدة بأن تقدم إليه تقارير، حسب الاقتضاء، عن مسار الإجراءات التي تتخذ تحت إمرة القيادة الموحدة

Command in doing so.[1] It was adopted at the 479th meeting after United Nations Security Council Resolution 84 was passed creating the unified command under General MacArthur.
