In response to the failed sanctions against Austria following a coalition including Jörg Haider's party having come to power, and fears about possible future threats to the stability of the new member states to be admitted in enlargement, the Treaty of Nice for the first time adopted formal rules for the application of sanctions against a Member State.
Along with the message that Russia's annexation of Crimea and destabilization of Eastern Ukraine are not acceptable to Japan, the fact that the sanctions against Russia were intentionally limited, as described above, can be seen as sending the message that Japan does not intend to damage Russia economically, and that it views Russia as important.
Meanwhile, I want to draw all of your attention once again to the fact that the DPRK-related resolutions of the Security Council, including Resolution 2397, not only spell out sanctions measures, but also call for a peaceful, diplomatic and political solution to the issue and support for the resumption of Six-party Talks.
