The main cause of the variance was the reduction in the number of contingent personnel deployed in the context of completion of the third phase of the drawdown of the Mission' s military component.
In particular the coordination of security-related activities, undertaken by the UNMIS military component, is expected to be implemented through inter-mission liaison arrangements between UNMIS, UNAMID and MONUSCO.
The Mission faces an increase in monitoring challenges with the existing military component, which is related to the growth in military dispositions west of the berm in response to regional threats.
The mission will also reduce its military component to 7,137 personnel by June 2014 and reconfigure it, concentrating resources in locations deemed high-risk or sensitive.
As of 13 April 2010, the strength of the military component stands at 120 staff officers and 8,186 contingent members, comprising 13 infantry and 9 enabling units, including 4 engineering companies.
As at 15 December 2012, the strength of the military component stood at 860 for all ranks and the strength of the police component stood at 65(see annex).
In addition, the military component conducted cordon and search operations in the most sensitive areas of the Port-au-Prince metropolitan area, including Cité Soleil, La Saline and Carrefour(West Department).
From March to July, the military component also engaged in civil-military coordination activities, such as providing medical assistance and distributing water and food for an estimated 270,015 beneficiaries.
The main priority of the military component will be to further expand its area coverage with robust patrolling to guarantee a secure and stable environment throughout the areas of operation.
As at 30 June 2013, the military component of MINURSO stood at its full authorized strength of 231 personnel, including the Force Commander, military clerks and medical unit officers.
The military component of the Mission will continue to monitor compliance of the parties with the ceasefire agreement and support the civilian component through reducing the threat of mines and unexploded ordnance on both sides of the berm.
The military component will also continue with its reconfiguration and drawdown and will be deployed in 21 locations in five security hubs: Port-au-Prince, Gonaïves, Cap-Haïtien, Ouanaminthe and Léogâne.
军事构成部分将继续作为5个安全中心的稳定力量,并将与警察构成部分协调向海地国家警察提供支持。
The military component will continue to be a stabilizing presence in five security hubs and will, in coordination with the police component, provide support to the Haitian National Police.
The Current Military Operations Service tracks the daily operations of the military componentsof ongoing field missions, monitors implementation of plans and provides advice and support to the headquarters of the military component in the field.

At UNMIL, the figures presented in the indicators of achievement for the military component could not be verified due to lack of proper handover between outgoing and incoming military staff.
The decrease by 1,539 in the number of military contingent personnel reflects in part the phase 3 of the drawdown of the military componentof the Mission, as indicated by the Secretary-General in paragraph 62 of his report(S/2008/553).
