To support resource mobilization at the country level, UNCDF will make technical experts available to participate in MDG and post-crisis needs assessments in LDCs that request its services.
UNCDF will seek to increase the effectiveness of its support to the least developed countries in 2011 and beyond, by developing new products, building new strategic partnerships and continuing to improve its performance.
UNDP and UNCDF would jointly seek to mobilize other resources from development partners to support their joint programmes in local development and inclusive finance in the LDCs.
Greater attention will be given to district coordination, and UNCDF will engage national policymakers to address the disconnect between the planning cycles of local governments and those of sectoral ministries.
Since the option of integration of microfinance into UNDP is accompanied by the creation of the CLD(see option 2 above), the current UNCDF mandate would switch to UNDP, and UNCDF would cease to exist.
UNCDF will continue to build strategic partnerships as the best means of leveraging its technical expertise in local development and microfinance, and of increasing its overall impact.
(i) Local development: UNCDF will explore how to take the successful partnership it enjoys with the World Bank, particularly in Bangladesh, to other countries, with a particular focus on Africa.
For outcome 5, UNCDF will track the number of local governments that have prepared and implemented, with UNDP and UNCDF support, pro-poor local development plans.
As IPSAS evolves over time, UNCDF will monitor the changes to ensure that it continues to comply with and benefit from having implemented best international practice.
UNCDF will be reviewing the microfinance sector through two strategies: the first being an internal review of their own projects and the second being through the joint UNDP/UNCDF Special Unit on Microfinance.
UNCDF will pilot the initiative in three least developed countries in 2012, and will work with partners(including the Asian Development Bank) to promote its introduction in non-least-developed countries.
