II. States that have signed, ratified or acceded to the Optional Protocol to the Convention on the Rights of Persons with Disabilities as at 8 October 2010 16.

A majority of Latin American countries had acceded to the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, and hoped to be able to ratify it in the near future.
Currently there were 170 States parties, and 49 States had ratified or acceded to the Optional Protocol, with 37 States parties accepting the amendment to article 20, paragraph 1, of the Convention.
In this decision, the Supreme Court decided that the accession of the Sri Lankan Government to the Optional Protocol to the Covenant is inconsistent with the Constitution, as the treaty had not been implemented by legislation.
Madagascar was also a signatory to the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women and had participated in the negotiations leading to the recent adoption of the protocol on biosafety.
(11) The Committee is very concerned that six years after its accession to the Optional Protocol to the Convention, the State party has still not set up the national preventive mechanism(art. 2).
It accepts the recommendation to accede to the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women and welcomes the provision of technical cooperation for the implementation of the Optional Protocol. .
With regards to the Optional Protocol of the Convention against Torture, the Government is committed to continue the process of ratification, which is also part of the third Action Plan and National Legislation Program(Prolegnas).
Urgent efforts are needed to achieve universal ratification of the Convention, increase the number of States parties to the Optional Protocol and to other international and regional human rights treaties on the rights of women.
