It was crucially important to establish standard rules for the imposition, implementation and lifting of sanctions, to limit their effects by establishing clear time-frames, to set“humanitarian limits” to provide assistance to third States affected by the implementation of sanctions and to address the procedural issues involved.
For example, this concept of broadening access for suppliers from the affected third States to participate actively in the relevant humanitarian, peacekeeping and reconstruction efforts has been an integral part of General Assembly resolutions on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia.
I should like briefly to focus on a specific issue, which is also under consideration in this cluster and which concerns the economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions, in particular against the Federal Republic of Yugoslavia(Serbia and Montenegro).
Originally, the reporting procedure on information regarding economic assistance provided by the international community to States adversely affected by the implementation of sanctions imposed on the Federal Republic of Yugoslavia(Serbia and Montenegro) was established by the Secretary-General pursuant to the relevant recommendations of the Security Council(S/26040 and Add.1 and 2).
Additional and more recent information in this regard is available in the report of the Secretary-General, entitled" Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)"(A/49/356), as well as the annual overview reports of the Administrative Committee on Coordination for the years 1992(E/1993/81), 1993(E/1994/19) and 1994(E/1995/21).
Reaffirming its resolution 48/210 of 21 December 1993 on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro), in which it supported the above-mentioned recommendations of the Security Council Committee and appealed to all States and invited the competent organs and specialized agencies of the United Nations system to fulfil those recommendations.

In this connection, the Secretary-General further informed the Security Council, in informal consultations held on 26 April 1991, that ACC had discussed the matter and its members agreed to pursue vigorously their efforts to respond effectively to the needs of the countries most affected by the implementation of resolution 661(1990) and keep him informed of their activities.

Information on the measures taken by the United Nations system to provide assistance to third States affected by the implementation of sanctions imposed on Iraq and the Federal Republic of Yugoslavia was first contained in the report of the Secretary-General on the question of special economic problems of States as a result of sanctions imposed under Chapter VII of the Charter of the United Nations(A/48/573-S/26705), and thereafter in the annual overview reports of ACC.
(d) Governments work towards an open, free, equitable, non-discriminatory and rule-based international trading system that improves access to all markets for the exports of the developing countries so as to ensure their sustained economic growth and development, which are critical for mutual global benefit; in this context there is a need for a speedy establishment of compensatory measures for developing countries adversely affected by the implementation of the Uruguay Round agreement;
