The Group of 77 and China hope that the improvement of the work of the CST, through the establishment of a high-level experts and scientists group on desertification and drought, will have a positive impact in the implementation of the Convention by affected developing country Parties.
Although direct environmental protection expenditures are rising in several State budgets, developed country Parties and international agencies may wish to respond to the repeated call for streamlining the procedures for access by affected developing country Parties to existing funding sources.
Article 6 of the United Nations Convention to Combat Desertification(UNCCD) urges developed country Parties to promote and facilitate access by affected country Parties, particularly affected developing country Parties, to appropriate technology, knowledge and know-how.
Notes with appreciation the increased number of affected developing country parties that have adopted their national, subregional and regional action programmes, and urges affected developing countries that have not yet done so to accelerate the process of elaboration and adoption of their action programmes, with a view to finalizing them as soon as possible;
The supplementary programme also includes facilitation of the consultative and partnership processes, integration of the national action programmes(NAPs) into other development strategies and programmes of the affected developing country Parties, assistance in promoting public awareness of the Convention as set out in the relevant regional implementation annexes and in the context of the 2006 International Year of Deserts and Desertification.
Decision 4/COP.6 also invites the affected developing country Parties and other Parties covered by Regional Implementation Annexes of the Convention to include systematically in their reports to the Conference of the Parties(COP) the strategic areas of action defined in the Declaration, so as to allow a better assessment of the state of implementation of the Convention at all levels.

(d) Develop and exchange educational and public awareness material, where possible in local languages, exchange and second experts to train personnel of affected developing country Parties in carrying out relevant education and awareness programmes, and fully utilize relevant educational material available in competent international bodies;
The UNCCD secretariat and partner agencies should facilitate a joint evaluation of implementation of the Convention by developed country Parties and affected developing country Parties within the context of the regional implementation annexes and consolidate the findings and results of the evaluation in a report to be submitted to COP 7.

Welcomes the outcome of the third and fourth sessions of the Committee for the Review of the Implementation of the Convention, particularly the invitation to donor countries, United Nations funds and programmes, the Bretton Woods institutions, and other development agencies to increase their assistance to the affected developing country parties by making more resources available to them;
(b) facilitating and catalysing of the mobilization and channelling to national, subregional and regional levels of adequate, timely and predictable financial resources, including new and additional resources, through existing financial mechanisms and institutions, for the benefit of affected developing country Parties, particularly those in Africa.
