No negotiations shall take place between the procuring entity and a supplier or contractor with respect to a quotation presented by the supplier or contractor.

ألاّ تضاف في الفقرة 20 إشارةٌ إلى حوار يجرى بين الجهة المشترية والمورِّد أو المقاول المعني في الحالات المذكورة في الحاشيةnegotiations or dialogue between the procuring entity and a supplier or contractor pursuant to paragraph 3 of article 48 and to articles 49 to 52 of this Law shall be confidential.

تتضمّن المادة 43 حظراً واضحاً بشأن المفاوضات بين الجهة المشترية وأيِّ مورِّد أو مقاول بخصوص عطاء قدَّمه المورِّد أو المقاولWith reference to the term used for the interaction between the procuring entity and suppliers in paragraph(3), the view was expressed that a neutral term(such as" contacts") should be used.

لا يجوز إجراء أيِّ مفاوضات بين الجهة المشترية والمورِّد أو المقاول بخصوص المعلومات المتعلقة بالمؤهلات(4) There shall be no communication between the procuring entity and suppliers or contractors during the electronic reverse auction other than as provided for in paragraphs 1(b) and(c) above.
(4) يتعين أن لا يُجرى أي اتصال بين الجهة المشترية والمورِّدين أو المقاولين أثناء المناقصة الالكترونية، باستثناء ما هو منصوص عليه في الفقرتين(1)(ب) و(ج) أعلاه
