In the transition from relief to development, UNDP and UNFPA will place greater emphasis on:(a) preventive activities to

Resident Coordinators on the  exercise of their responsibility, under normal circumstances, for coordinating humanitarian assistance of the  United Nations system at the  country level. The  Coordinator is responsible, in  particular, for facilitating the  preparedness of the  United Nations system, assisting in the transition from relief to development and promoting the  use of locally or regionally available relief  capacities.

There were many challenges in the transition from relief to sustainable development.
Further conclusions will arise from the  Council's consideration of international cooperation and coordination in the transition from relief to rehabilitation, reconstruction and development, chosen as the  theme for the  humanitarian assistance segment.
Stressing the  need to address further the  issues of funding, coordination and strategic planning in the  context of natural disasters and complex emergencies, in  particular in the transition from relief to development activities.
Such expertise, which is provided on a stand-by team basis from  various national volunteer corps, is to support activities in  humanitarian emergency assistance and in the transition from relief to rehabilitation, reconstruction and longer-term development.
Secondly, we would like to underline the  need to increase our investment in the transition from relief to development, as proposed in the  report of the  Secretary-General ' s High-level Panel on United Nations System-wide Coherence.
In the transition from relief to development, it was recommended that greater support be given to vulnerable States facing the  effects of climate change and a precarious environmental situation, in cooperation with other United Nations entities.
Lastly, in the transition from relief to development the  study suggested there is a need when phasing out to constitute a record of work completed, and to present outstanding needs to the  Government, donors and development agencies.
So far, the  United Nations has been supporting the  Council of Ministers in the transition from relief to long-term development,
