The background paper draws the attention of the Joint Meetings to a number of issues recently addressed by the Administrative Committee on Coordination and its Inter-Agency Committee on Sustainable Development and by the Commission on Sustainable Development, which are of particular relevance to the Committee for Programme and Coordination as the main subsidiary organ of the General Assembly and the Economic and Social Council in the area of programme planning and coordination.

In conformity with General Assembly resolution 48/218 B of 29 July 1994 and 54/244 of 23 December 1999, the Secretary-General has the honour to transmit herewith the report of the Office of Internal Oversight Services, on the triennial review of the implementation of the recommendations made by the Committee for Programme and Coordination at its forty-first session on the in-depth evaluation of sustainable development.

The Centre, within the limitations of the resources available, continued its efforts to enhance and focus its activities and to implement its mandates in this field in a cost-effective manner, taking into account the priorities of work as defined by its legislative bodies and the recommendations of the Committee for Programme and Coordination for a more balanced approach between combating international crime threats and promoting fair and efficient criminal justice systems(A/56/16, para. 185).
