In this context, we welcome and fully support the proposal of 28 delegations that are members of the CD for a programme of action for the elimination of nuclear weapons, contained in document CD/1419 of 7 August 1996.
This year, the draft resolution, in both its preambular and operative parts, makes reference to the programme of action for the elimination of nuclear weapons proposed by 28 delegations to the Conference on Disarmament on 8 August 1996.
At its forty-ninth session, in February and March of 1993 the Commission on Human Rights adopted a Programme of Action for the Elimination of the Exploitation of Child Labour(Commission resolution 1993/79, annex).
India, together with 27 other members of the Group, also presented a proposal, in August 1996, for a programme of action for the elimination of nuclear weapons, as contained in document CD/1419.
In that regard, my delegation would want to renew its full support for the proposals made in Geneva on 7 August 1996 by 28 member States of the Conference on Disarmament for a programme of action for the elimination of nuclear weapons.

We believe that the programme of action for the elimination of nuclear weapons that was submitted by the delegations of 28 non-aligned countries, including my own, to the Conference on Disarmament in August last year could be the basis of nuclear negotiations.
It should also be recalled that 27 members of the G-21 presented working paper CD/1419 in 1996, detailing their proposal for a programme of action for the elimination of nuclear weapons.
