It was recommended that the secretariat of the United Nations Convention to Combat Desertification(UNCCD) continue work on methodologies for measuring, monitoring and reporting on the" proportion of the population in affected areas living above the poverty line", addressing the topics related to the establishment of the poverty line and to the spatial disaggregation of the data in line with the outcomes of the scientific peer review of the provisionally accepted set of UNCCD impact indicators.

The written international scientific peer review would start in march 2002 and the panel peer review would take place in June 2002.
The refinement continued in 2010- 2011 through an iterative process including scientific peer reviews and the launching of country-level pilot tracking exercises.
Based on the findings of the scientific peer review process, harmonization means to make comparable(harmonize) the same variable measured in different ways.
The reports were also used to help develop the revised methods proposed to the peer review and were considered by the Scientific Peer Review Group.
A scientific peer review of the relevance, accuracy and cost-effectiveness of the set of impact indicators was undertaken(see document ICCD/CST(S-2)/INF.1).
The scientific peer review, which constitutes the first and second phases of the iterative process, was organized on the model adopted for the UNCCD 1st Scientific Conference.
The work on methodologies has been carried out in the framework of the iterative process and scientific peer review for the refinement of the set of impact indicators.
