(b) Upgrading of substantive skills and career support. A provision of $4,036,000 is for providing funds to individual departments and offices for the upgrading of substantive and technical skills, extending career support programmes to staff at all levels and supporting implementation of the programme of managed reassignments for entry-level Professional staff;
UNSOA personnel will be trained during the period to upgrade substantive and technical skills, as well as leadership and organizational competencies. In addition, UNSOA will continue its capacity-building activities to enhance the ability of AMISOM to plan and carry out peacekeeping operations.
It is proposed that 28 international staff, 19 national staff and 38 military and police personnel participate in training in the 2012/13 period, in order to upgrade various substantive and technical skills in such areas as engineering, ground transportation, air transportation, security and information technology.
In accordance with the Organization ' s staff development policy, staff development needs are addressed through a combination of centrally coordinated programmes aimed at building core competencies and promoting a shared culture and values throughout the Secretariat, and provision of decentralized funding for the upgrading of substantive and technical skills.
Missions such as the United Nations Truce Supervision Organization and the United Nations Military Observer Group in India and Pakistan, which are funded through the regular budget, currently only receive training funds for upgrading of substantive and technical skills from the Office of Human Resources Management.
The main factor contributing to the variance under this heading is the increase in estimated requirements with respect to the conduct of training of UNMIT personnel in substantive and technical skills and people management as well as consultancy services to support the implementation of security sector reform in the area of defence and policing in the 2008/09 period.
The proposed provision of $2,779,000 would cover the continuous upgrading of leadership, management and organizational development as well as the substantive and technical skills of UNMIT personnel through 228 courses with a total of 2,525 participants in such areas as rule of law, communications and information technology, medical services, procurement, transport, supply, engineering, aviation, HIV/ AIDS awareness, gender, human rights, security, personnel administration and budget.
The proposed provision of $181,000 for the 2012/13 period reflects the primary focus of the Force ' s training programme in strengthening the substantive and technical skills of UNFICYP staff, through various internal and external training programmes, in the areas of finance, human resources management, communications and information technology, procurement and property management, HIV/AIDS and peer education.
In addition, programmes promoting greater understanding of gender mainstreaming and gender sensitivity in the workplace as well as programmes aimed at upgrading and updating the substantive and technical skills of staff will be developed and maintained to ensure the specialized competence needed for carrying out the substantive work of the departments and the flexibility to respond to changes in mandates and new responsibilities.
Of the total of 219 courses(122 internal and 97 external), gender mainstreaming and awareness and mandatory HIV/AIDS training courses are geared for approximately 10,762 military and 450 civilian personnel, while the balance of personnel to be trained will undertake courses to enhance leadership, management and organizational skills as well as substantive and technical skills.
An estimate of $180,000 is requested in the Executive Office for travel related to the exchange of staff members from missions to Headquarters for a period of three months($125,000) and training-related travel for the upgrade of substantive and technical skills in the areas of aviation safety, aircraft accident investigation, dangerous goods transportation, communications, information technology, human resources and finance management($55,000).
In the past decade, learning and development in the global Secretariat has evolved from a programme with a $4 million budget and a primary focus on language and information technology training to a significantly expanded and diversified function, encompassing leadership, management and organizational development, human and financial resources management, career support, staff well-being, substantive and technical skills upgrading, information technology, language and communications and e-learning.
The increase of regular budget resources dedicated to training and developing United Nations staff would facilitate the expansion of the online learning environment, including through e-learning and the establishment of a United Nations Virtual Academy; permit greater participation in leadership and management development programmes; more extensive career counselling and other career support activities; expand programmes for substantive and technical skills on the basis of departmental annual needs assessments; and harmonize language and communications programmes among duty stations.
An additional $3,500,000 for mobility and career development is required to help bridge the sizeable gap in departmental requests for funds to upgrade the substantive and technical skills of staff; allow for greater numbers of staff to take part in career support activities by strengthening the local capacity of career resource centres in all duty stations; expand mentoring to all categories of staff; and develop a managerial coaching programme.
The Group welcomed the efforts being made to further improve internal controls in respect of peacekeeping resources; upgrade the substantive and technical skills of staff; increase the use of information technology with a view to facilitating the management of peacekeeping missions; expedite the processing of claims for reimbursement of troop costs and contingent-owned equipment; ensure proper contract management; shorten the liquidation process for closed peacekeeping missions; and employ the results-based- budgeting format in the preparation of proposed budgets.

Furthermore, 657 military personnel will be trained in 18 internal courses related to the upgrading of substantive and technical skills.
