In the area of population and development, the evaluation recommended that support to the production and use of demographic and socio-economic data should be accompanied by the resumption of public policy planning by the Government of Madagascar(through its Ministry for Population and Social Affairs), at central and decentralized levels.

I wish to take this opportunity to report that national stakeholders, in collaboration with UNFPA, successfully organized a national forum last September, in the course of which we analysed our progress, constraints and lessons learned in the area of population and development and identified the main challenges ahead, along with ways to tackle them.

Many countries are already reorienting their family planning programmes to correspond with the broader reproductive rights and reproductive health framework of the ICPD Programme of Action. The Governments of many developing countries and countries with economies in transition have taken significant steps in responding to the ICPD call for action in the area of population and development.
Emphasizes the need for follow-up activities relating to the Conference and the Programme of Action so as to utilize, to the fullest extent possible, existing capacity within the United Nations system in the area of population and development, in particular the Population Commission, the Population Division of the Department for Economic and Social Information and Policy Analysis of the Secretariat and the United Nations Population Fund;

In spite of these notable achievements, the evaluations pointed out that UNFPA support in the area of population and development may not always result in the expected impact on the national and local-level policy debate, due to:(a) the limited understanding that national and local-level policy makers and planners have of the interrelationship and linkages between population dynamics and development;
