The present progress report has been prepared by the secretariats of the United Nations Industrial Development Organization(UNIDO) and the Economic Commission for Africa(ECA) for submission to the General Assembly at its forty-ninth session, in accordance with paragraph 9 of Assembly resolution 47/177 of 22 December 1992.
The present progress report may assist the United Nations Environment Assembly in performing its mandate as the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
As requested by the Ad Hoc Intergovernmental Panel on Forests at its second session(see document E/CN.17/1996/24), the present progress report has been prepared for the purpose of further guiding substantive discussion of programme element I. 2, entitled" Underlying causes of deforestation and forest degradation", of the programme of work of the Panel.
In view of the fact that the original 564 backlog cases for which the General Assembly requested quarterly progress reports will be eliminated shortly, it is recommended that the present progress report be the last one submitted pursuant to paragraphs 16 and 17 of General Assembly resolution 51/239 A.
This has been achieved in large measure, as will be outlined in the present progress report.

The present progress report may assist the Council in performing its mandate of providing general policy guidance for the direction and coordination of environmental programmes within the United Nations system, as set out in General Assembly resolution 2997(XXVII) of 15 December 1972.
